INCIDENT: CVC 2800.2 – Failure to Yield
LOCATION: Standing Rock Avenue and Joshua Road, Apple Valley
SUSPECT(S): Eduardo Palacios, 25-year-old male, Victorville
Raquel Nolan, 29-year-old female, Victorville
SUMMARY: On Friday, June 6, 2025, Deputies T. Arlotti and R. Grissom observed a white Pontiac Grand Prix driving recklessly around Joshua Road and Standing Rock Avenue. Deputies attempted to conduct a traffic stop and a pursuit ensued. During the pursuit, the vehicle traveled speeds of over 100 miles per hour in a residential area. The vehicle came to a stop near the intersection of Ramona Avenue and Candlewood Road. The driver, Eduardo Palacios and front passenger, Raquel Nolan, fled from the vehicle on foot. When deputies attempted to detain Palacios, he became combative and was subsequently tased. Palacios was then detained along with Nolan. Nolan was found to be in possession of suspected methamphetamine. Palacios and Nolan received medical attention at the scene.
Nolan and Palacios were arrested and transported to High Desert Detention Center for booking. Nolan was booked for resisting arrest and possession of narcotics and will be cite-released. Palacios was booked for felony evading and will be held without bail due to a parole violation.
