* IMPACTS...Flooding of creeks, streams, roads, and other low-lying and flood-prone locations is imminent or occurring.

* ADDITIONAL DETAILS... - At 927 AM EDT, emergency management reported lingering high water across the area from prior heavy rain this morning.
