Suspects Arrested for Mail Theft Thanks to Resident's Quick Reporting of Incident

INCIDENT: Possession of Stolen Mail and Narcotics
LOCATION: 21000 block of Sitting Bull Road, Apple Valley
SUSPECT(S): Monica Taylor, 40-year-old Female, Victorville Resident
Charles Miller, 24-year-old Male, Apple Valley Resident
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On Tuesday, June 10, 2025, at approximately 1:51 a.m., deputies with the Apple Valley Station were alerted to a possible mail theft in progress in the 21000 block of Sitting Bull Road. The reporting party provided Sheriff’s Dispatch the vehicle description, which was a black sport utility vehicle. Deputies responded and located a vehicle matching the description in the area. A traffic stop was initiated and the occupants of the vehicle, Monica Taylor and Charles Miller, were detained. Mail for numerous addresses and suspected methamphetamine were located inside the vehicle.
Taylor and Miller were transported to High Desert Detention Center for booking. Taylor was booked for Possession of a Controlled Substance, Possession of Stolen Mail, and Petty Theft with Prior Convictions. Taylor was later released after posting bail. Miller was booked for Possession of Stolen mail and is being held in lieu of $30,000 bail.
