Deputies in the Morongo Basin Arrest Man During a Pedestrian Check for Possessing a Controlled Substance


DATE/TIME: Tuesday, June 24, 2025, at 1:22 AM

INCIDENT: Health and Safety Code 11395(b)(1): Possession of a Controlled Substance with Two Prior Convictions

LOCATION: Commercial Street/Valley View Street, Joshua Tree 

SUSPECT(S): Jason James Neal, 42-years-old, resident of Joshua Tree

SUMMARY: Arrest Made Under Proposition 36 – Controlled Substance Felony Enhancement - Joshua Tree, California

On Tuesday, June 24, 2025, deputies from the Morongo Basin Sheriff’s Station conducted a pedestrian check near the intersection of Commercial Street and Valley View Street in the unincorporated community of Joshua Tree.  During the contact, deputies identified the subject as Jason James Neal, a 42-year-old resident of Joshua Tree.

A records check revealed Neal had an active felony no-bail warrant for violating the terms of his Post Release Community Supervision (PRCS).  Deputies arrested Neal for the outstanding warrant and conducted a search of his person.

During the search, deputies located a methamphetamine pipe, a violation of Health and Safety Code 11364(a), and a clear plastic baggie containing suspected methamphetamine. A subsequent criminal history check revealed Neal had four prior convictions for HS 11377(a) – Possession of a Controlled Substance and one conviction for HS 11378(a) – Possession of a Controlled Substance for Sale.

Based on Proposition 36, formally titled the Homelessness, Drug Addiction and Theft Reduction Act, Neal was booked on a felony charge under Health and Safety Code 11395(b)(1) – Possession of a Controlled Substance with two or more prior convictions.  This newly established felony charge, effective as of December 18, 2024, provides enhanced sentencing and precludes cite-release prior to a court appearance. California voters overwhelmingly ratified this law, reflecting the approved changes intended to address recidivism, addiction, and public safety.

Neal was transported and booked at the Morongo Basin jail, where he is being held on the felony warrant and the Proposition 36 charge, pending court proceedings.
