Deputies Conduct Bicycle Stop and Arrest Woman for Possession of Drugs

DATE/TIME: Tuesday, June 24, 2025, at approximately 12:47 a.m.

INCIDENT: Health and Safety Code 11395(B)(1): Possession of a Controlled Substance with Two Prior Convictions

LOCATION: Twentynine Palms Hwy and Old Woman Springs Road, Yucca Valley

SUSPECT(S): Beatrice Sylves, 57-year-old Transient of Yucca Valley

VICTIM(S): State of California


SUMMARY: On November 5, 2024, California voters passed Proposition 36, titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reformed multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction, and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These latest charges can carry enhanced sentencing, as well as prevent offenders from being cited and released before their court appearance. The following is an arrest where Proposition 36 is applied:
 
On Tuesday, June 24, 2025, at approximately 12:47 a.m., deputies conducted a bicycle stop at the intersection of Twentynine Palms Highway and Old Woman Springs Road where they contacted Beatrice Sylves. The bicycle was not equipped with any reflectors or a forward-facing white light, violating California Vehicle Code sections 21201(d)(1) and 21201(d)(2). Sylves was found to have four misdemeanor warrants totaling $200,000.02. 

During a search, deputies located suspected narcotics inside Sylves’s bag.  A records check was conducted and Sylves was found to have two prior convictions for HS 11377(a), Possession of a Controlled Substance. Sylves was subsequently arrested for HS 11395(B)(1),
Possession of a Controlled Substance with Two Prior Felony Convictions, a felony under California’s Proposition 36 criteria.
