Deputy in Rancho Cucamonga Observes Man Using Suspected Drugs and Takes Him into Custody

LOCATION: Helms Avenue / Hampshire Street, Rancho Cucamonga
SUSPECT(S): Shawn Klaers, Age 53, Transient Resident of Rancho Cucamonga
SUMMARY:
On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On Wednesday, June 25, 2025, at approximately 4:33 P.M., Deputy Borrego saw Shawn Klaers in the area of Helms Avenue and Hampshire Street. Klaers had a glass pipe in his hand and placed a white crystal-like substance, suspected methamphetamine, inside the pipe. Borrego detained Klaers, and during a records check learned Klaers is a registered sex offender who failed to complete his required 2024 annual registration. Klaers also had prior convictions for drug related crimes. Klaers was arrested HS 11395(b)(1) - Possession of a Controlled Substance with Priors, HS 11377(a) - Possession of a Controlled Substance, and PC 290.021(a) - Fail to Register Sex Offender.
