Narrative:
On 05/06/2025, at approximately 1604 hours, a double fatal traffic collision occurred in the intersection of Via Las Brisas and Calle Del Prado in the city of Thousand Oaks, Newbury Park.
 
The Thousand Oaks Traffic Bureau in conjunction with the Ventura County Sheriff’s East Valley Major Crimes Unit launched an extensive investigation into the incident.
 
During the investigation, TOPD detectives obtained evidence establishing (S) Neil Reb drove his vehicle northbound on Via Las Brisas in a reckless manner prior to entering the intersection with Calle Del Prado. (D) Alejandro and (D) Maria Ramirez were driving westbound on Calle Del Prado and made a left turn to go southbound on Via Las Brisas. Both vehicles collided in the middle of the intersection, resulting in the death of both Alejandro and Maria Ramirez.  
 
On 06/30/2025, Reb was arrested on two counts of Penal Code §192(c)(1) – [Vehicular Manslaughter with Gross Negligence].  Reb was booked at the Ventura County Sheriff’s Office Main Jail with $50,000.00 bail, pending arraignment.
 
This investigation was successful because of the cooperation and participation of the residents of Thousand Oaks.  During the investigation, detectives went to over 50 homes looking for evidence.  Multiple residents were contacted in the days after the collision; all were helpful and cooperative with our efforts to solve this crime. The Thousand Oaks Police Department appreciates the help and cooperation from the citizens of Thousand Oaks; and as a biproduct, we have become more successful in making this city safer together.
