REMINDER: 15th Street & Garden Street to close Monday for NJDEP Rebuild by Design construction
Starting on July 7, at approximately 7 a.m. the New Jersey Department of Environmental Protection will close the intersection of 15th and Garden Streets to vehicular traffic to continue construction on the resist feature of the Rebuild by Design - Hudson River project.
This phase of the project aims to install underground infrastructure for a sliding flood gate to help prevent storm surge flooding from the Hudson River.
The construction will include excavation activities for the resist structure, pouring and curing of the monolithic foundational slab for the gate, PSE&G utility relocation work, installation of gate rails, gate installation, among other construction activities.
To facilitate construction, 15th Street from Park Avenue to Bloomfield Street, Garden Street between 15th Street and 14th Street, and the alleyway between Garden Street and Bloomfield Street will be closed to vehicular through-traffic 24/7 for approximately four months.
Parking garage access for 1499 Park Ave. and LAZ Parking Garages will be maintained.
To help vehicular circulation, on Monday, July 7, the following traffic mitigation methods will begin to be installed including:
- Traffic signal timing changes at 11 area intersections:
- Up to three Portable Variable Message Signs
- Up to five Police Officers directing traffic at key intersections as needed
- Installation of new Miovision cameras at certain intersections to monitor and manage circulation
Temporary curb use changes, such as new pick-up and drop-off zones for local schools and designated loading zones for deliveries and resident shuttles, on Bloomfield Street and 14th Street will also be implemented.
Sidewalk access on the south side of 15th Street between Park Avenue and Garden Street, as well as Garden Street and Bloomfield Street, and the west side of Garden Street from 14th Street to 15th Street will be maintained for residents and students during the road closure. Additionally, the NJDEP has also restored temporary pedestrian access to a portion of the alleyway between Garden Street and Bloomfield Street.
Temporary emergency access to the area will also be maintained via 14th and Garden Streets as coordinated with the Hoboken Fire Department.

The RBDH project is a comprehensive flood protection system designed to safeguard portions of Hoboken, Jersey City, and Weehawken against storm surge while integrating flood-resistant infrastructure with new community amenities. In southern Hoboken, the Resist structure will be integrated into the urban landscape taking the form of wayfinding signage, planters, seating, public art, and more. In northern Hoboken, the Resist structure will run through the newly constructed Harborside Park, anticipated to be completed in 2027.
