LOCATION: 11400 block of Via Rio, Loma Linda
SUSPECT1: Victor Liwag, 30-year-old male resident of Loma Linda
SUSPECT2: Justine Liwag, 45-year-old female resident of Loma Linda
VICTIM(S): State of California
SUMMARY: On Monday, July 7, 2025, deputies from the Central Station contacted Victor Liwag a short distance from his residence for violating a Loma Linda city ordinance. During the investigation, it was discovered Victor Liwag had an active felony warrant out of Riverside County. A search of Victor Liwag was conducted, and he was found in possession of different types of narcotics and multiple dominations of U.S. currency, which was consistent with the sales of narcotics.
A search warrant was served at Victor Luwig's residence where deputies located a large amount of narcotics, scales, several empty baggies, and drug paraphernalia in Justine Liwag's possession. Justine Liwag is currently out on bail for a prior narcotics sales arrest from May of 2025.
Victor Luwig was arrested and booked at the Central Detention Center for HS 11351 – Possession of Narcotics for Sale, and HS 11378 – Possession of a Controlled Substance for Sale. Justine Luwig was arrested and booked at the Central Detention Center for HS 11351 – Possession of Narcotics for Sale, and PC 12022.1 – Commiting an Offense While on Bail.
