Two Chino Hills Residents Arrested after Leaving Store with Unpaid For Merchandise


DATE/TIME: July 13, 2025 / 08:00 P.M.

INCIDENT: HS 11395(b)(1) Possession of a Controlled Substance with Two Prior Convictions

LOCATION: 10576 Foothill Boulevard, Rancho Cucamonga CA

SUSPECT1: Tanya Santana, 40-year-old Resident of Chino Hills
SUSPECT2: David Roman, 42-year-old Resident of Chino Hills

VICTIM(S): Target / State of California



SUMMARY:
On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On July 13, 2025, deputies responded to Target for a theft in progress. After Tanya Santana and David Roman entered the store, Santana concealed makeup and sharpies into her two bags. Roman exited and waited in the driver’s seat of the vehicle. Santana walked out of Target without paying for the merchandise. Deputies detained Santana and Roman at their vehicle. Santana, who had prior convictions for drug charges, had approximately two grams of methamphetamine in her short's pocket. Roman had an active felony warrant. Deputies located approximately 12 grams of methamphetamine in the driver’s side door.  

Santana was booked into West Valley Detention Center for PC 11395(b)(1), Possession of a Controlled Substance with Two Prior Convictions.  Roman was booked for his warrant and H&S 11377(A) Possession of a Controlled Substance.
