IMPD Concludes First Phase of Strategic Planning with Strong Community and Department Engagement

Indianapolis, IN — The Indianapolis Metropolitan Police Department (IMPD) announced today that it has completed the first phase of gathering community input as part of its five-year strategic planning process, which has included broad participation from officers, professional staff, and the Indianapolis community.   

More than 2,000 Indianapolis residents and over 1,000 officers and professional staff have provided input through surveys, interviews, and listening sessions so far. IMPD leaders describe this effort as a critical and collaborative step toward shaping the department’s future. 

“This plan is about the future of public safety in our city,” said IMPD Chief Chris Bailey. “It’s grounded in the voices of the officers and professional staff who serve our city every day and in the voices of the community members who rely on us. We’re grateful for the participation and look forward to turning that input into real strategy.”

To guide the strategic planning process, IMPD is working in partnership with Indianapolis-based consulting firm Taylor Advising. The firm is leading the effort using a structured, research-driven approach. While public engagement is now complete, internal listening sessions and department-wide data collection are ongoing. The next phase will focus on analyzing both the qualitative and quantitative input gathered so far. 

In addition to internal and community engagement, IMPD and Taylor Advising are reviewing promising practices from law enforcement agencies across the country to help inform the plan. 

“We’ve been incredibly encouraged by the strong response so far,” said Marla Taylor, President and Principal Consultant at Taylor Advising. “The level of engagement, from surveys to listening sessions, shows how much people care about the future of public safety in Indianapolis. Our team is now focused on analyzing that feedback and gathering critical input from within the department to help shape IMPD’s strategic direction.”  

A draft version of the strategic plan will be released for public comment in November 2025, with the final plan expected in early 2026. 

Next Steps & Timeline 

·       November 2025: Draft strategic plan released for public comment.  

·       Early 2026: Final strategic plan will be published and implementation begins.
