The Arcadia Police Department seeks your help in locating a missing “at risk” person: Winston Qian, 37 yrs-old, male, Asian, 5'09", 135 lbs, wearing a brown t-shirt, black jacket, and long gray pants. Winston is bipolar and has not taken his medication. Last seen: 2500 block of El Capitan Ave at 5 PM on 7/27/25.
