Mayor Ravi S. Bhalla and the City of Hoboken today announced critical Vision Zero and resiliency upgrades as part of the 15th Street Roadway Improvement Project to transform the road to a more protected, accessible, and resilient pathway for all users.
The project, anticipated to be completed by November 2025, includes the reconstruction and elevation of the roadway and sidewalk along 15th Street between Madison Street and Adams Street, as well as the resurfacing of 15th Street between Willow Avenue and Park Avenue.
“Anyone who has driven, walked, or biked on 15th Street recently, knows it’s like navigating a minefield of potholes, old cobblestones, and uneven pavement,” said Mayor Bhalla. “This project goes well beyond creating a smoother road surface. It reflects our commitment to safer streets and sidewalks, sustainable infrastructure, and a more resilient Hoboken.”
The 15th Street project incorporates key Vision Zero improvements as part of the City’s goal to eliminate all traffic deaths and injuries by 2030, including:
- 10 refuge islands to reduce pedestrian crossing distances across 15th Street and calm vehicle traffic
- A raised two-way bikeway and widened sidewalks from Madison Street to Adams Street that marks the first segment of Green Circuit to be built in the North End Redevelopment Area
- A speed radar feedback sign to promote driving at the 20-mph speed limit
- 25 high-visibility crosswalks and ADA-compliant curb ramps to improve accessibility and pedestrian safety
- Eight Rectangular Rapid Flashing Beacons (RRFB) to increase the visibility of pedestrians crossing 15th Street to approaching vehicles
- New pedestrian-scale decorative lighting
- 13 new street trees to increase tree canopy coverage
In addition to the Vision Zero safety upgrades, the project includes critical resiliency improvements to help mitigate nuisance flooding in the area and promote climate resilience. This includes raising the roadway from one to two feet above existing roadway elevation to reduce flood risk during heavy rainfall and the planting of 13 deciduous trees, to support stormwater absorption, improve air quality, and provide cooling shade.
The project will include an interim two-way protected bike lane between Adams Street and Willow Avenue. As part of the vision for the Green Circuit along 15th Street, future development projects along the north side of 15th Street will upgrade the interim protected bike lane to a raised two-way bikeway and wide pedestrian walkway with street trees and improved lighting.
To reconstruct the roadway, 15th Street will be closed 24/7 between Madison and Jefferson Streets, beginning Wednesday, Aug.13 at 8 a.m.. Vehicular and pedestrian detour signs will be posted, and Hoboken Police will be on site to assist with traffic circulation. This closure is anticipated to last for the duration of construction.
