SUBJECT: Felony Domestic Violence Suspect Arrested
LOCATION: Franklin Street & Monroe Street, Redwood City
DATE/TIME: August 13, 2025, Approximately 8:22 A.M.
On August 13, 2025, at approximately 8:22 a.m., the Redwood City Police Department (RCPD) received multiple 911 calls reporting a male subject who had jumped onto the roof of an occupied vehicle while yelling at the driver. The suspect then kicked and shattered the windshield, opened the driver’s door, forced the female driver into the passenger seat, and drove away.
Moments later, RCPD Communications received another 911 call reporting the same vehicle near Roosevelt Avenue and Oliver Street in Redwood City. The caller stated the vehicle’s windshield was smashed and that they could hear a woman screaming inside.
One caller provided the vehicle’s license plate number. This was a key piece of information that alerted us to the vehicle’s last known location via the ALPR system. The system showed the vehicle traveling through the intersection of Woodside Drive and Fernside Street. RCPD Officers as well as San Mateo County Sheriff’s Deputies canvassed the area, and at approximately 9:38 a.m., they located the vehicle and conducted a traffic stop. The male suspect was safely detained, and the female victim was located.
The investigation revealed this was an isolated incident involving individuals in a dating relationship. The suspect was identified as 18-year-old Hector Salgadotovar of East Palo Alto. He was arrested and booked into the San Mateo County Maguire Correctional Facility for the following charges:
- Penal Code 207(a): Kidnapping
- Penal Code 594(a)(1): Vandalism
- Penal Code 243(e)(1): Domestic Battery
- Penal Code 273.6(a): Violation of a Domestic Violence Restraining Order
This case underscores the value of community members working with law enforcement to quickly identify and locate suspects and victims in serious crimes. It also demonstrates how technology can enhance resource efficiency by directing officers to areas of immediate need.
