Haledon Governing Body Declares Local WATER Emergency

Effective immediately and until further notice, a complete ban and prohibition of all outdoor water usage, including the watering of lawns and plants, the filling of pools, and the washing of vehicles, is hereby imposed. A Boil Water Advisory shall remain in effect, and a water use restriction shall be imposed on all residents, tenants, and businesses, except where a bona fide health emergency exists.

Declaration of Local WATER Emergency

(Retroactive to Friday, August 8, 2025)

WHEREAS, the Borough of Haledon is experiencing a severe water
shortage crisis due to a major water main break that occurred in the City of Paterson near Hinchcliffe Stadium (Maple Street, City of
Paterson), which was reported by the Passaic Valley Water Commission;

WHEREAS, this substantial water main break within the Passaic Valley Water Commission system has impacted the water supply to Haledon, resulting in many residents and businesses being without water;

WHEREAS, while utility workers are actively engaged in repair
efforts, progress has been made, however, numerous residents continue to experience low or no water pressure;

WHEREAS, after conferring with the Haledon Department of Public
Works, the Haledon Police Department, the Haledon Fire Department, Haledon Fire Prevention Bureau, and the Haledon Office of Emergency Management, who have established a Unified Incident Command System under applicable Incident Command System Guidelines, since Friday, August 8, 2025, in addition to the totality of the circumstances, the governing body of the Borough of Haledon is satisfied that a water emergency exists as a result of these circumstances; and

NOW THEREFORE, in accordance with Section 397-8 of the Haledon Municipal Code, the governing body of the Borough of Haledon hereby directs the following:

1. A water emergency is hereby declared to exist throughout the entire Borough of Haledon;

2. By order, a Boil Water Advisory shall remain in effect, and a water
use restriction shall be imposed on all residents, tenants, and
businesses, except where a bona fide health emergency exists;

3. By order, a complete ban and prohibition of all outdoor water
usage, including the watering of lawns and plants, the filling of
pools, and the washing of vehicles, is hereby imposed.
The water
use restrictions shall be enforced by the Superintendent of Public
Works and designated personnel, including the Haledon Police
Department and Code Enforcement Officer. Violators will receive a
written warning for the first offense. Additional penalties for
subsequent violations shall be imposed as outlined in Section 397-
12 of the Haledon Municipal Code
, including fines and possible
imprisonment;

4. This order shall take effect immediately, and shall be retroactive
to Friday, August 8, 2025, and shall remain in effect until it is
determined that a water emergency no longer exists within the
Borough of Haledon.

BE IT FURTHER RESOLVED, that the governing body shall continually monitor the water situation and will adopt future resolutions as necessary to address the ongoing water emergency, support response efforts, and restrict water usage as needed.

Haledon Mayor Michael Johnson has released the following statement:

"As our community begins to receive adequate water pressure, please rest assured that the Borough of #Haledon will not idle until we fully recover from this water emergency and all water services are completely restored. The Borough of Haledon is committed to seeking all available resources to recuperate any and all losses resulting from this situation. On behalf of the Governing Body, we stand united with our residents, businesses, surrounding municipalities, and everyone affected." - Mayor Michael Johnson, Borough of Haledon
