Retail Food and Tattoo Operations During Water Emergency
(Emergency Closure Lifted)

Please be advised that on August 8, 2025, pursuant to NJAC 8:24 regarding Emergency Closures, all retail food establishments involving food preparation were ordered to close due to an unexpected water outage in the area. Risk Type 1 facilities and tattoo parlors with alternative handwashing stations were permitted to remain open. 

Due to continued uncertainty about when full water service will be restored, the emergency closure order is now lifted with the following protective measures required: 
• Obtain water from an alternative municipal water source. 
• If no alternative municipal source is available, use bottled water. 
• Use boiled water for warewashing activities. 
• Use bottled water for all food preparation and cooking. 
• Provide alternative handwashing stations (e.g., portable sinks or temporary hand sink set up, see image). 
• Use single-use plates and utensils to minimize the need for warewashing. 
• Operate with a limited and simplified menu to reduce water usage and preparation complexity. 

All retail food and tattoo establishments may call Chief REHS, Mark Mora of the Passaic County Department of Health Services with any questions or concerns at 973-881-4396, ext. 1339 or 201-468-7013.
