SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Thursday, August 21, 2025, at approximately 10:18 p.m., deputies conducted a traffic stop on a black Toyota Matrix. The driver of the vehicle was identified as Glenn Yoder and the passenger was identified as Nick Immer. During the traffic stop, a search was conducted. Deputies located two clear baggies with approximately 20 grams of a white crystal like substance consistent with methamphetamine. Yoder also had a large quantity of currency in small dominations, consistent with narcotics sales.

A records check confirmed Yoder had multiple previous drug convictions, including possession of a controlled substance. Yoder and Immer were arrested and booked at the Central Detention Center for H.S. 11378 Possession for Sales and H.S. 11379 Transportation of Narcotics. Yoder was additionally charged with H.S. 11395 Possession of Controlled Substance with Prior Convictions.
