Emeryville Police Department Conducts Minor Decoy Operation with DOJ Tobacco Grant Support
 

EMERYVILLE, CA – On August 26, 2025, the Emeryville Police Department carried out a Minor Decoy operation, supported by a Department of Justice (DOJ) Tobacco Grant, to enforce laws prohibiting the sale of tobacco products to minors. During the operation, minor decoys entered local businesses and attempted to purchase tobacco products. As a result, three(3) clerks were cited for furnishing tobacco to a minor, in violation of California state law.

This operation underscores the Emeryville Police Department’s commitment to reducing underage access to tobacco, a substance that poses significant health risks to young people. Research consistently shows that tobacco use during adolescence can lead to nicotine addiction, impaired brain development, and a heightened risk of serious health issues later in life, including lung cancer, cardiovascular disease, and chronic respiratory conditions. By holding retailers accountable, the department aims to protect the community’s youth from these preventable dangers.

“Our goal is to ensure that businesses in Emeryville comply with tobacco laws and prioritize the health of our young residents,” said Police Chief Jeff Jennings of the Emeryville Police Department. “We will continue to conduct these operations to deter illegal sales and educate the public about the risks of providing tobacco to minors.”
