Weekly Arrest Report: September 1 through September 7, 2025
Between September 1, 2025, and September 7, 2025, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
STEVEN SALISBURY, 71 Years Old, Resident of Laughlin, NV
On Monday, September 1, 2025, at approximately 7:02 p.m., officers from the California Highway Patrol contacted STEVEN SALISBURY during a traffic enforcement stop near the west bound I40 and E Broadway Street. During the stop, SALISBURY was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%. SALISBURY was subsequently arrested and transported to the Colorado River Station jail for booking. SALISBURY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department, with a future court date.
BOBBY DILLASHAW, 38 Years Old, Resident of Needles, CA
On Tuesday, September 2, 2025, at approximately 1:15 a.m., deputies contacted BOBBY DILLASHAW during a Pedestrian Check near BNSF Rd and River St. During contact, DILLASHAW was found to have an outstanding warrant for PC3056-Violation of Parole. DILLASHAW was subsequently arrested and transported to the Colorado River Station jail for booking. DILLASHAW remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
ANTHONY GARCIA, 38 Years Old, Resident of Needles, CA
On Tuesday, September 2, 2025, at approximately 3:00 a.m., deputies contacted ANTHONY GARCIA during a Pedestrian Check near Needles Hwy and R Street. During contact, GARCIA was found to have an outstanding warrant for PC3455-Violation of Post Release Community Supervision. GARCIA was subsequently arrested and transported to the Colorado River Station jail for booking. GARCIA remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
ANDRE DIAZ, 35 Years Old, Resident of Needles, CA
On Tuesday, September 2, 2025, at approximately 4:02 a.m., deputies contacted ANDRE DIAZ during a traffic enforcement stop near Needles Hwy and I40 off ramp. During the stop, DIAZ was found be in violation of H&S11364-Possession of Unlawful Drug Paraphernalia. DIAZ was subsequently arrested, issued a citation and released at the scene with a future court date.
CHARLES CARNEY, 57 Years Old, Resident of Needles, CA
On Tuesday, September 2, 2025, at approximately 10:48 p.m., deputies contacted CHARLES CARNEY during a flag down near the 1000 block of 3rd St. During the investigation, CHARLES CARNEY was found to be in violation of H&S11377(A)-Possession of a Controlled Substance and H&S11364(A)-Possession of Unlawful Drug Paraphernalia. CARNEY was also found to have two outstanding warrants for H&S11377(A)-Possession of a Controlled Substance and H&S11364(A)- Possession of Unlawful Drug Paraphernalia. CARNEY was subsequently arrested and transported to a nearby medical facility for evaluation. CARNEY was later issued a citation and released at the scene with a future court date.
VANESSA JARAMILLO, 33 Years Old, Resident of Needles, CA
On Tuesday, September 2, 2025, at approximately 12:50 p.m., deputies contacted VANESSA JARAMILLO during a call for service reference a suspicious person near 300 Front Street. During the investigation, JARAMILLO was found to be in violation of H&S11550(A)-Under the Influence of a Controlled Substance. JARAMILLO was subsequently arrested and transported to the Colorado River Station jail for booking. JARAMILLO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
MARK FRANCO, 48 Years Old, Resident of Needles, CA
On Tuesday, September 2, 2025, at approximately 2:07 p.m., deputies contacted MARK FRANCO during a Pedestrian Check near W Broadway Street and W Needles Hwy. During contact, FRANCO was found to have an outstanding warrant for H&S11364-Possession of Unlawful Drug Paraphernalia. FRANCO was subsequently arrested, issued a citation, and released at the scene with a future court date.
RACHEL REYES, 45 Years Old, Resident of Needles, CA
On Tuesday, September 2, 2025, at approximately 2:22 p.m., deputies contacted RACHEL REYES during a Pedestrian Check near W Needles Hwy and O Street. During contact, REYES was found to have an outstanding warrant for H&S11364-Possession of Unlawful Drug Paraphernalia. REYES was subsequently arrested, issued a citation, and released at the scene with a future court date.
JAMIE ACEVES RODRIGUEZ, 26 Years Old, Resident of Needles, CA
On Tuesday, September 2, 2025, at approximately 4:46 p.m., deputies contacted JAMIE ACEVES RODRIGUEZ during a Pedestrian Check near the 700 block of Valley Ave. During contact, RODRIGUEZ was found to have an outstanding felony warrant for H&S11351-Possession of Narcotics for Sale and H&S11352(A)-Transportation of a Controlled Substance. RODRIGUEZ was subsequently arrested and transported to the Colorado River Station jail for booking. RODRIGUEZ remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $60,000.00, awaiting a court hearing.
TIMOTHY MCWORTER, 67 Years Old, Resident of Needles, CA
On Wednesday, September 3, 2025, at approximately 7:18 a.m., deputies contacted TIMOTHY MCWORTER during a traffic enforcement stop near W Needles Hwy and P Street. During the stop, MCWORTER was found to be in violation of CVC4463-Vehicle Registration Fraud. MCWORTER was subsequently arrested, issued a citation, and released at the scene with a future court date.
BRANDON BEACH, 30 Years Old, Resident of Needles, CA
On Wednesday, September 3, 2025, at approximately 9:45 a.m., deputies contacted BRANDON BEACH during a pedestrian check near the 1600 block of Lillyhill Drive. During contact, BEACH was found to be in violation of PC21810 Possession of Metal Knuckles and PC3455-Violation of Post Release Community Supervision. BEACH was subsequently arrested and transported to the Colorado River Station jail for booking. BEACH remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
JOHN MEFFERT, 55 Years Old, Resident of Avalon, CA
On Friday, September 5, 2025, at approximately 7:10 p.m., deputies contacted JOHN MEFFERT during a marine enforcement stop near California Bay on the Colorado River. During the stop, MEFFERT was found to be in violation of H&N655(B)-Boating Under the Influence and H&N655(C)-BUI with a Blood Alcohol Level over .08%. MEFFERT was subsequently arrested and transported to the Colorado River Station jail for booking. MEFFERT was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
PETER WALMSLEY, 55 Years Old, Resident of Earp, CA
On Saturday, September 6, 2025, at approximately 9:41 a.m., deputies contacted PETER WALMSLEY during a warrant service near the 149000 block of Del Rey Drive. During the service, WALMSLEY was found to have an outstanding warrant for PC273.5(A)-Domestic Violence. WALMSLEY was subsequently arrested and transported to the Colorado River Station jail for booking. WALMSLEY remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing.
TERRY CIACCIA, 70 Years Old, Resident of Needles, CA
On Saturday, September 6, 2025, at approximately 11:24 a.m., deputies contacted TERRY CIACCIA during a warrant service near the 700 block of Downey Ave. During the service, CIACCIA was found to have an outstanding warrant for multiple traffic violations. CIACCIA was subsequently arrested, issued a citation, and released at the scene with a future court date.
JAMES KUZYK, 63 Years Old, Resident of Needles, CA
On Saturday, September 6, 2025, at approximately 2:21 p.m., deputies contacted JAMES KUZYK during a pedestrian check near Front Street and K Street. During contact, KUZYK was found to have an outstanding warrant for his arrest out of Lake County for PC496-Possession of Stolen Property. KUZYK was subsequently arrested, issued a citation, and released at the scene with a future court date.
DOREEN McDOWELL, 54 Years Old, Resident of Mohave Valley, AZ
On Sunday, September 2, 2025, at approximately 10:14 a.m., deputies contacted DOREEN McDOWELL during a traffic enforcement stop near North K Street and Chestnut Street. During the stop, McDOWELL was found be in violation of CVC12500(A)-Driving Without a License. McDOWELL was subsequently arrested, issued a citation, and released at the scene with a future court date.
MICHAEL JEWELL, 52 Years Old, Resident of Needles, CA
On Sunday, September 2, 2025, at approximately 5:05 p.m., deputies contacted MICHAEL JEWELL during a traffic enforcement stop near Front Street and L Street. During the stop, JEWELL was found be in violation of CVC14601.1(A)-Driving on a Suspended License. JEWELL was subsequently arrested, issued a citation, and released at the scene with a future court date.
LUCAS DACOSTA, 22 Years Old, Resident of Earp, CA
On Sunday, September 2, 2025, at approximately 9:16 p.m., deputies contacted LUCAS DACOSTA during a traffic enforcement stop near Rio Vista Dr and Alamo Rd. During the stop, DACOSTA was found to have an outstanding warrant for PC 148(A)(1)-Resisting Arrest. DACOSTA was subsequently arrested, issued a citation, and released at the scene with a future court date.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
