JUSTICE MOVES FORWARD: ARREST MADE IN
2021 SHOOTING 
Newark, California (Friday, September 12, 2025)
Newark Police Detectives have taken a suspect into custody for a 2021 shooting, bringing long-awaited progress to the case. On Tuesday, May 25, 2021, at approximately 8:41 p.m., Newark Police Officers responded to reports of multiple gunshots in the 37000 block of Saint Matthew Drive. Upon arrival, officers located evidence of a shooting, including damage to several vehicles and at least one residence. No victims were found at the scene.
At approximately 9:12 p.m. the same evening, a neighboring agency responded to a nearby vehicle collision. The driver and sole occupant had sustained multiple gunshot wounds connected to the earlier incident in Newark. The individual was transported to a local trauma hospital, underwent emergency surgery, and has since recovered from their injuries.
Newark Police Detectives assumed the investigation and determined that the injured individual had been involved in an altercation with another person, later identified as Terry Franklin, a 28-year-old former Newark resident. Detectives learned the two exchanged gunfire, during which the injured party was struck. The victim retreated to a vehicle and left the area while Franklin continued firing as the vehicle departed. Franklin fled before officers arrived.
An arrest warrant for Franklin was obtained shortly after the incident. Detectives later learned Franklin had fled out of state in the days following the incident. He remained at large until Wednesday, August 13, 2025, when a Bay Area based law enforcement agency arrested Franklin in connection with an unrelated investigation. On Wednesday, September 03, 2025, Newark Police Detectives took custody of Franklin and booked him into Santa Rita Jail on the outstanding arrest warrant stemming from the 2021 shooting.
The Alameda County District Attorney’s Office has formally charged Franklin with the following offenses: one count of attempted murder, one count of willful and malicious discharge of a firearm at an inhabited dwelling or occupied vehicle, and one count of negligent discharge of a firearm likely to cause injury or death.
