Weekly Arrest Report: September 15 through September 21, 2025
Between September 15, 2025, and September 21, 2025, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
MARC HOFFMAN, 58 Years Old, Resident of Needles, CA
On Monday, September 15, 2025, at approximately 9:10 a.m., deputies contacted MARC HOFFMAN during a pedestrian check near J Street and Hospitality Ln. During the stop, HOFFMAN was found to be in violation of BP22435.2(B)-Theft of a Shopping Cart. HOFFMAN was subsequently arrested and transported to the Colorado River Station jail for booking. HOFFMAN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JERR PERRONE, 31 Years Old, Resident of Needles, CA
On Tuesday, September 16, 2025, at approximately 9:40 p.m., deputies contacted JERR PERRONE during a traffic enforcement stop near Needles Hwy and Race Street. During the stop, PERRONE was found to be in violation of CVC14601.1(A)- Driving on a Suspended License. PERRONE was subsequently arrested, issued a citation, and released at the scene with a future court date.
MICHAEL WARE, 36 Years Old, Resident of Big River, CA
On Wednesday, September 17, 2025, at approximately 10:09 a.m., deputies contacted MICHAEL WARE during a traffic enforcement stop near Mesquite Ct and Barranca Ave. During the stop, WARE was found to be in violation of CVC14601.1(A)- Driving on a Suspended License. WARE was subsequently arrested, issued a citation, and released at the scene with a future court date.
PETER WALMSLEY, 41 Years Old, Resident of Big River, CA
On Wednesday, September 17, 2025, at approximately 11:13 a.m., deputies contacted PETER WALMSLEY during a follow up investigation near the 140000 block of Del Rey. During the investigation, WALMSLEY was found to be in violation of PC273.6(E)-Violation of a Court Order with Priors. WALMSLEY was subsequently arrested and transported to the Colorado River Station jail for booking. WALMSELY remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
ANTHONY PENWELL, 38 Years Old, Resident of Needles, CA
On Friday, September 19, 2025, at approximately 11:15 a.m., deputies contacted ANTHONY PENWELL during a call for service reference an assault. During the investigation, PENWELL was found to be in violation of PC242-Battery. PENWELL was subsequently arrested, issued a citation, and released at the scene with a future court date.
MATTHEW DUNN, 53 Years Old, Resident of Needles, CA
On Friday, September 19, 2025, at approximately 12:29 p.m., deputies contacted MATTHEW DUNN during a call for service reference an assault. During the investigation, DUNN was found to be in violation of PC242-Battery. DUNN was subsequently arrested, issued a citation, and released at the scene with a future court date.
MOISES ESTRADA, 24 Years Old, Resident of Santa Ana, CA
On Friday, September 19, 2025, at approximately 7:00 p.m., deputies contacted MOISES ESTRADA during a marine enforcement stop on Lake Havasu near the Nautical. During the stop, ESTRADA was found to be in violation of H&N655(B)- Boating Under the Influence and H&N655(C)-BUI with a Blood Alcohol Content over .08%. ESTRADA was subsequently arrested and transported to the Colorado River Station jail for booking. ESTRADA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ANTHONY VUONA, 32 Years Old, Resident of San Clemente, CA
On Saturday, September 20, 2025, at approximately 7:57 p.m., deputies contacted ANTHONY VUONA during a marine enforcement stop on Lake Havasu near the Riviera. During the stop, VUONA was found to be in violation of H&N655(B)- Boating Under the Influence of Alcohol. VUONA was subsequently arrested and transported to the Colorado River Station jail for booking. VUONA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
