Narrative:
 
While investigating a theft of mail from the United States Postal Service Office in Camarillo, Camarillo Patrol deputies located and arrested (S) Angel Garcia and (S) Julian Mancilla Sotelo for numerous charges related to the mail theft. 
 
On September 18, 2025, Camarillo Patrol deputies responded quickly to a reported mail theft at the United States Postal Service Office on the 2100 Block of Pickwick Drive. During the initial investigation, deputies spotted the suspect vehicle nearby. As they coordinated to make a traffic stop, the suspects started discarding stolen mail from their vehicle.
 
Deputies successfully stopped the vehicle and contacted the suspects, identified as Garcia and Mancilla. During further investigation, officers recovered numerous pieces of stolen mail from inside and around the vehicle. The stolen items are believed to have come from mailboxes in the cities of Camarillo, Carpinteria, Oxnard, and Ventura.
 
Detectives from the Camarillo Investigations Bureau have identified at least 16 victims and have returned many recovered pieces of mail to their owners. Efforts are ongoing to identify additional victims associated with the stolen mail.
 
Both Garcia and Mancilla were booked into the Ventura County Main Jail for the violations of Penal Code 530.5(e)- Mail Theft, Penal Code 530.5(a)- Identity Theft, Penal Code 530.5(c)(3)-Fraud, possess ID of 10 or more persons with intent to defraud, Penal Code 182(a)(1)-Conspiracy to Commit a Crime, and Penal Code 135-Destruction of Evidence.
