| The Ventura County Law Enforcement Coordinating Committee (VCLECC) has launched the Blue Envelope Program. This is a collaborative effort from all law enforcement agencies in Ventura County. The Blue Envelope Program is a compassionate initiative aimed at improving communication, fostering greater understanding and creating safer interactions between law enforcement and the communities we serve. The goal of the program is to create awareness for law enforcement, that any member of our community may have a disability or condition that could impact their behavior or ability to communicate during a traffic stop or any law enforcement encounter. Over the last year, we have partnered with multiple community organizations, both public and private, to create this program. Participation in the Blue Envelope Program is voluntary. There is no registration or signup required. None of the participating law enforcement agencies track participants or keep any personal information. All program resources and materials are free, and available at every law enforcement agency in the county.
