REMINDER: CLEAR camera enforcement program launches tomorrow on downtown Washington St.

The City of Hoboken will launch its new CLEAR (Camera-based License plate Enforcement for Access & Response times) program tomorrow, Oct. 1, as part of its Vision Zero initiative eliminate traffic deaths and injuries, improve safety, and reduce traffic congestion along downtown Washington Street.

CLEAR is an automated camera-based enforcement system designed to address illegal parking behaviors, including double parking in bike lanes, vehicles obstructing bus stops, and improper use of loading zones. These violations have created hazardous conditions for cyclists, pedestrians, bus riders, and motorists, and have reduced the efficiency of Washington Street as a key corridor for both daily commuters and emergency vehicles.

As part of the new program, cameras will monitor illegal parking activity along Washington Street between Observer Highway and Eighth Street. Violations will be reviewed by Hoboken Parking Utility staff, and if warranted, citations will be mailed to the registered vehicle owners.

Recent data shows:

  • Bike lanes are blocked an average of 4.5 hours per day at each monitored location
  • 68 double parking violations occur daily per location
  • Bus stops are obstructed an average of 158 times per day
  • More than half of loading zone activity violates city code

In addition, over 75% of recent survey respondents agreed that double parking creates serious safety concerns.

Additionally, CLEAR aims to improve curb turnover and access to short-term parking at loading zones for customers and businesses and will also allow for a more efficient use of City resources by enabling the Hoboken Parking Utility and Police Department to better allocate staff across the City.
