Man Arrested in Rancho Cucamonga after Deputies Find Him in Possession of Fentanyl

DATE/TIME: September 30, 2025 / 11:05 A.M.

INCIDENT: H&S 11395(b)(1)- Treatment-Mandated Felony Act 

LOCATION: Base Line Road / Haven Avenue, Rancho Cucamonga

SUSPECT(S): Robert Dominguez, Age 37, Resident of Rancho Cucamonga

VICTIM(S): N/A



SUMMARY:
On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Tuesday, September 30, 2025, at approximately 11:05 A.M., Rancho Cucamonga deputies were proactively patrolling throughout the city when they contacted Robert Dominguez in a transient encampment. Upon contact, Dominguez appeared to be under the influence, and he had drug paraphernalia and fentanyl sitting out in plain view. Dominguez had prior convictions for possession of methamphetamine and possession of a controlled substance. 

Dominguez was arrested and booked into the West Valley Detention Center for H&S 11395, Treatment Mandated Felony Act/Misdemeanor Possession W/2 Prior Drug Related Convictions.
