Needles Sheriff's Station Releases Weekly Report of Calls for Service from September 22, 2025 to September 28, 2025

Between September 22, 2025, and September 28, 2025, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

NAJAH ZEINATY, 35 Years Old, Resident of Needles, CA
On Monday, September 22, 2025, at approximately 7:36 p.m., deputies contacted NAJAH ZEINATY during a call for service near the 1000 block of Bailey Avenue.  During the investigation, ZEINATY was found to be in violation of PC647(F)- Public Intoxication. ZEINATY was subsequently arrested and transported to the Colorado River Station jail for booking. ZEINATY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

TIFFANY TORRES, 33 Years Old, Resident of Needles, CA
On Monday, September 22, 2025, at approximately 8:00 p.m., deputies contacted TIFFANY TORRES during a call for service reference a domestic disturbance near the 1000 block of Bailey Avenue. During the investigation, TORRES was found to be in violation of PC243(E)(1)-Battery on a Spouse/Ex-Spouse, etc.  Torres was subsequently arrested and transported to the Colorado River Station jail for booking. Torres remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing.  

MARCELL SCOTT, 37 Years Old, Resident of Needles, CA
On Tuesday, September 23, 2025, at approximately 9:39 a.m., deputies contacted MARCELL SCOTT during a search warrant service near the 400 block of North K Street. During the investigation, SCOTT was found to be in violation of 30305(A)(1)-Felon in Possession of Unlawful Ammunition. SCOTT was subsequently arrested and transported to the Colorado River Station jail for booking. SCOTT remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.  

ELMER TURCIOS, 52 Years Old, Resident of Van Nuys, CA
On Tuesday, September 23, 2025, at approximately 12:50 p.m., deputies contacted ELMER TURCIOS during a traffic enforcement stop near the intersection of Needles Hwy and O Street. During the stop, TURCIOS was found to be in violation of CVC14601.1(A)- Driving on a Suspended License. TURCIOS was subsequently arrested, issued a citation, and released at the scene with a future court date. 

JOSH PERRONE, 26 Years Old, Resident of Needles, CA
On Tuesday, September 23, 2025, at approximately 1:45 p.m., deputies contacted JOSH PERRONE during a traffic enforcement stop on the railroad tracks near Coors Island after he led deputies on a pursuit through Needles and into the desert. PERRONE was found to be in violation of CVC2800.2(A)-Felony Evading and was also found to have an outstanding warrant for CVC12500(A)- Driving Without a License. PERRONE was subsequently arrested and transported to the Colorado River Station jail for booking. PERRONE remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.  

JERR PERRONE, 31 Years Old, Resident of Needles, CA
On Tuesday, September 23, 2025, at approximately 1:45 p.m., deputies contacted JERR PERRONE during a traffic enforcement stop near Ice Plant Rd and mile marker 574-2 after he led deputies on a pursuit through Needles and into the desert. PERRONE was found to be in violation of CVC2800.2(A)-Felony Evading. PERRONE was subsequently arrested and transported to the Colorado River Station jail for booking. PERRONE remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.  

TINA IHDE, 58 Years Old, Resident of Needles, CA
On Tuesday, September 23, 2025, at approximately 7:18 p.m., deputies contacted TINA IHDE during a traffic enforcement stop near the intersection of K Street and Needles Hwy. During the stop, IHDE was found to have an outstanding misdemeanor warrant for H&S11377(A)- Possession of a Controlled Substance. IHDE was subsequently arrested, issued a citation, and released at the scene with a future court date. 





ALIYAH NOPAH, 19 Years Old, Resident of Mohave Valley, AZ
On Wednesday, September 24, 2025, at approximately 00:10 a.m., deputies contacted ALIYAH NOPAH during a traffic enforcement stop near the intersection of Broadway Street and G Street. During the investigation, NOPAH was found to be in violation of VC 23152(A)- Driving Under the Influence of Alcohol. NOPAH was subsequently arrested and transported to the Colorado River Station jail for booking. NOPAH was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

XAVIER SCOTT, 21 Years Old, Resident of Needles, CA
On Wednesday, September 24, 2025, at approximately 10:12 a.m., deputies contacted XAVIER SCOTT during a suspect contact call on the 5000 block of Hanemo Drive in Big River. SCOTT was found to have an outstanding felony warrant for PC187- Murder. SCOTT was subsequently arrested and transported to the Colorado River Station jail for booking. SCOTT remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $6,000,000.00, awaiting a court hearing.  

MARK MANNOR, 35 Years Old, Resident of Needles, CA
On Wednesday, September 24, 2025, at approximately 10:37 p.m., deputies contacted MARK MANNOR during a traffic enforcement stop near the intersection of D Street and Downey Street.  During the investigation, MANNOR was found to be in violation of H&S 11395- Possession of a Controlled Substance with 2 Priors Convictions. MANNOR was subsequently arrested and transported to the Colorado River Station jail for booking. MANNOR remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.  

JUAN HERNANDEZ, 29 Years Old, Resident of Needles, CA
On Wednesday, September 24, 2025, at approximately 8:00 p.m., deputies contacted JUAN HERNANDEZ during a traffic enforcement stop near the intersection of K Street and Smokestack Drive.  During the stop, HERNANDEZ was found to be in violation of CVC12500A- Driving Without a License. HERNANDEZ was subsequently arrested, issued a citation, and released at the scene with a future court date. 

VICTOR FINN, 51 Years Old, Resident of Moreno Valley, CA
On Wednesday, September 24, 2025, at approximately 8:27 p.m., deputies contacted VICTOR FINN during a traffic enforcement stop near the intersection of Needles Hwy and Pashard Street. During the investigation, FINN was found to be in violation of H&S 11378- Possession of a Controlled Substance for Sales. FINN was subsequently arrested and transported to the Colorado River Station jail for booking. FINN remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.  

CLIFFORD ABRAMS, 58 Years Old, Resident of Needles, CA
On Thursday, September 25, 2025, at approximately 2:23 a.m., deputies contacted CLIFFORD ABRAMS during a traffic enforcement stop near the intersection of Market Street and Broadway Street. During the stop, ABRAMS was found to have an outstanding misdemeanor warrant for H&S 11377(A)- Possession of a Controlled Substance. ABRAMS was subsequently arrested, issued a citation, and released at the scene with a future court date. 

AMOREY SCOTT, 21 Years Old, Resident of Needles, CA
On Thursday, September 25, 2025, at approximately 7:14 p.m., deputies contacted AMOREY SCOTT during a traffic enforcement stop near the intersection of Broadway Street and G Street. During the stop, SCOTT was found to be in violation of CVC12500A- Driving Without a License. SCOTT was subsequently arrested, issued a citation, and released at the scene with a future court date. 

TIMOTHY BENNETT, 38 Years Old, Resident of Topock, AZ
On Thursday, September 25, 2025, at approximately 11:08 p.m., deputies contacted TIMOTHY BENNETT during a traffic enforcement stop near the intersection of Cibola Street and A Street. During the investigation, BENNETT was found to be in violation of VC 23152(A)- Driving Under the Influence of Alcohol. BENNETT was subsequently arrested and transported to the Colorado River Station jail for booking. BENNETT was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 



NICHOLAS MONK, 41 Years Old, Resident of Needles, CA
On Friday, September 26, 2025, at approximately 1:25 p.m., deputies contacted NICHOLAS MONK during a pedestrian check near the intersection of Market Street and Broadway Street. During the investigation, MONK was found to have an outstanding felony warrant for PC 273.5- Corporal Injury to Spouse. MONK was subsequently arrested and transported to the Colorado River Station jail for booking. MONK remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.  

ROBERT ARIAS, 64 Years Old, Resident of San Bernardino, CA
On Friday, September 26, 2025, at approximately 8:40 p.m., deputies contacted ROBERT ARIAS during a traffic enforcement stop near the intersection of Needles Hwy and O Street. During the stop, ARIAS was found to be in violation of CVC12500A- Driving Without a License. ARIAS was subsequently arrested, issued a citation, and released at the scene with a future court date. 

ROBERT MURCHINSON, 40 Years Old, Resident of Needles, CA
On Saturday, September 27, 2025, at approximately 2:47 p.m., deputies contacted ROBERT MURCHINSON during a call for service on the 2400 block of Needles Hwy. During the investigation, MURCHINSON was found to be in violation of VC 23152(F)- Driving Under the Influence of Drugs. MURCHINSON was subsequently arrested and transported to the Colorado River Station jail for booking. MURCHINSON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 







The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
