Deputies Identify Theft Suspect Who Stole Merchandise from Retail Store and He is Later Arrested During Separate Investigation

LOCATION: 12765 Main Street, Hesperia
SUSPECT(S): Jerome Willis, 33-years-old, resident of Hesperia
VICTIM(S): ULTA Beauty
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On Wednesday, October 1, 2025, deputies responded to ULTA Beauty in the 12700 block of Main Street, Hesperia, for a report of a retail theft. Deputy Sanchez identified the suspect as Jerome Willis. Willis stole approximately $1,000.00 worth of merchandise and was observed fleeing in a silver Chevrolet Traverse.
On Thursday, October 2, 2025, deputies with Victorville Sherriff’s Station located the Traverse during a separate investigation and arrested Willis. The stolen ULTA property was recovered, and Willis was booked at High Desert Detention Center.
