Deputies at the Colorado River Sheriff's Station Make Multiple Arrests Between October 6 - October 12
Between October 6, 2025, and October 12, 2025, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
WARNER BOMGAARS, 68 Years Old, Resident of Needles, CA
On Monday, October 6, 2025, at approximately 8:40 p.m., deputies contacted WARNER BOMGAARS during a traffic enforcement stop near the intersection of D Street and 3rd Street. During the investigation, BOMGAARS was found to be in violation of VC 23152(A)- Driving Under the Influence of Alcohol. BOMGAARS was subsequently arrested, issued a citation, and released to a responsible party at his residence with a future court date.
MARK ROBINSON, 66 Years Old, Resident of Needles, CA
On Tuesday, October 7, 2025, at approximately 7:29 p.m., deputies contacted MARK ROBINSON during a traffic enforcement stop near the intersection of H Street and Colorado Court. During the stop, ROBINSON was found to be in violation of CVC14601.1(A)- Driving on a Suspended License. ROBINSON was subsequently arrested, issued a citation, and released at the scene with a future court date.
RONOLD MILLER, 60 Years Old, Resident of Needles, CA
On Tuesday, October 7, 2025, at approximately 10:51 p.m., deputies contacted RONOLD MILLER during a traffic enforcement stop near the intersection of J Street and the I40. During the stop, MILLER was found to be in violation of CVC12500A- Driving Without a License. MILLER was subsequently arrested, issued a citation, and released at the scene with a future court date.
NICHOLAS FRANCO, 35 Years Old, Resident of Needles, CA
On Wednesday, October 8, 2025, at approximately 4:41 a.m., deputies contacted NICHOLAS FRANCO during a call for service near the intersection of Hwy 95 and the I40. During the investigation, FRANCO was found to have an outstanding felony warrant for VC 10851(a)- Vehicle Grand Theft. FRANCO was subsequently arrested and transported to the Colorado River Station jail for booking. FRANCO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $100,000.00, awaiting a court hearing.
CLINT WALTON, 65 Years Old, Resident of San Bernardino, CA
On Wednesday, October 8, 2025, at approximately 6:30 a.m., deputies contacted CLINT WALTON during a call for service on the 1000 block of Broadway Street. During the call, WALTON was found to be in violation of PC 602(K)- Trespassing. WALTON was subsequently arrested and transported to the Colorado River Station jail for booking. WALTON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
YANIDA CELAYA, 55 Years Old, Resident of Salinas, CA
On Wednesday, October 8, 2025, at approximately 10:28 p.m., deputies contacted YANIDA CELAYA during a call for service near the 35000 block of Goffs Road. During the call, CELAYA was found to be in violation of PC 273.6(a)- Violation of a Domestic Violence Protection Order. CELAYA was subsequently arrested and transported to the Colorado River Station jail for booking. CELAYA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
GILL SINGH, 28 Years Old, Resident of Turlock, CA
On Wednesday, October 8, 2025, at approximately 11:54 a.m., deputies contacted GILL SINGH during a call for service near the intersection of Ice Plant Road and Broadway Street. During the investigation, SINGH was found to be in violation of PC 242- Assault. SINGH was subsequently arrested, issued a citation, and released at the scene with a future court date.
JEREMY VALDEZ, 23 Years Old, Resident of Needles, CA
On Wednesday, October 8, 2025, at approximately 10:27 a.m., deputies contacted JEREMY VALDEZ during a call for service on the 1000 block of Lillyhill Drive. During the investigation, VALDEZ was found to be in violation of PC 647(F)- Drunk in Public. VALDEZ was subsequently arrested and transported to the Colorado River Station jail for booking. VALDEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
MARTIN ARAGON, 34 Years Old, Resident of Needles, CA
On Wednesday, October 8, 2025, at approximately 3:27 p.m., deputies contacted MARTIN ARAGON during a pedestrian check near the intersection of H Street and Colorado Court. During the investigation, ARAGON was found to be in violation of PC 647(F)- Drunk in Public and have two active misdemeanor warrants for PC 647(F)- Drunk in Public. ARAGON was subsequently arrested and transported to the Colorado River Station jail for booking. ARAGON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
CHARLES BURNS, 30 Years Old, Resident of Needles, CA
On Wednesday, October 8, 2025, at approximately 8:10 p.m., deputies contacted CHARLES BURNS during a call for service on the 1000 block of Lilly Hill Drive. During the investigation, BURNS was found to be in violation of PC 212.5- Residentual Robbery, PC 273.5(A)- Domestic Battery causing Injury, and PC 273.6(A)- Violation of a Domestic Restraining Order. BURNS was subsequently arrested and transported to the Colorado River Station jail for booking. BURNS remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
LAWRENCE SANTANA, 62 Years Old, Resident of Needles, CA
On Wednesday, October 8, 2025, at approximately 11:38 p.m., deputies contacted LAWRENCE SANTANA during a call for service on the 2000 block of Peru Street. During the call, SANTANA was found to be in violation of PC 602(a)- Trespassing and found to have an active felony warrant for PC 594(B)(1)- Vandalism. SANTANA was subsequently arrested and transported to the Colorado River Station jail for booking. SANTANA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
ALBERTO HERMIEA-JIMENEZ, 38 Years Old, Resident of Needles, CA
On Thursday, October 9, 2025, at approximately 1:20 p.m., deputies contacted ALBERTO HERMIEA-JIMENEZ during a call for service on the 500 block of California Ave. During the investigation, HERMIEA-JIMENEZ was found to be in violation of PC 602(A)(1)- Trespassing and PC 148(a)(1)- Resisting Arrest. HERMIEA-JIMENEZ was subsequently arrested and transported to the Colorado River Station jail for booking. HERMIEA-JIMENEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
YVETTE STEVENS, 39 Years Old, Resident of Needles, CA
On Thursday, October 9, 2025, at approximately 4:55 p.m., deputies contacted YVETTE STEVENS during a pedestrian check near the intersection of Lillyhill Drive and D Street. During the investigation, STEVENS was found to be in violation of H&S 11364- Possession of drug Paraphernalia. STEVENS was subsequently arrested and transported to the Colorado River Station jail for booking. STEVENS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
FRANCISCO ESPINOZA, 35 Years Old, Resident of Needles, CA
On Friday, October 10, 2025, at approximately 00:54 a.m., deputies contacted FRANCISCO ESPINOZA during a traffic enforcement stop near the intersection of Needles Hwy and O Street. During the investigation, ESPINOZA was found to be in violation of H&S 11364- Possession of drug Paraphernalia. ESPINOZA was subsequently arrested, issued a citation, and released at the scene with a future court date.
JASON PERRONE, 56 Years Old, Resident of Needles, CA
On Friday, October 10, 2025, at approximately 00:54 a.m., deputies contacted JASON PERRONE during a traffic enforcement stop near the intersection of Needles Hwy and O Street. During the investigation, PERRONE was found to be in violation of H&S 11364- Possession of drug Paraphernalia. PERRONE was subsequently arrested, issued a citation, and released at the scene with a future court date.
CLARISSA GARDA, 31 Years Old, Resident of Needles, CA
On Friday, October 10, 2025, at approximately 00:54 a.m., deputies contacted CLARISSA GARDA during a traffic enforcement stop near the intersection of Needles Hwy and O Street. During the investigation, GARDA was found to be in violation of H&S 11364- Possession of drug Paraphernalia. GARDA was subsequently arrested, issued a citation, and released at the scene with a future court date.
ALIZA WILDER, 21 Years Old, Resident of Needles, CA
On Friday, October 10, 2025, at approximately 11:27 p.m., deputies contacted ALIZA WILDER during a call for service on the 200 block of Spruce Street. During the investigation, WILDER was found to be in violation of PC 415(2)- Unreasonable Noise. WILDER was subsequently arrested and transported to the Colorado River Station jail for booking. WILDER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
RHONDA PERRY, 66 Years Old, Resident of Needles, CA
On Saturday, October 11, 2025, at approximately 11:35 a.m., deputies contacted RHONDA PERRY during a follow up investigation near the intersection of Walnut Street and L Street. During the investigation, PERRY was found to have an active misdemeanor warrant for VC 23152(F)- Driving Under the Influence of Drugs. PERRY was subsequently arrested, issued a citation, and released at the scene with a future court date.
BOBBY DILLASHAW, 38 Years Old, Resident of Needles, CA
On Saturday, October 11, 2025, at approximately 12:52 p.m., deputies contacted BOBBY DILLASHAW during a call for service on the 1500 block of Front Street. During the investigation, DILLASHAW was found to be in violation of PC 602.5- Illegal Entry into a Dwelling. DILLASHAW was subsequently arrested, issued a citation, and released at the scene with a future court date.
DESIRAE VALDEZ, 25 Years Old, Resident of Needles, CA
On Saturday, October 11, 2025, at approximately 4:16 p.m., deputies contacted DESIRAE VALDEZ during a call for service on the 1000 block of Lillyhill Drive. During the call, VALDEZ was found to have 3 active misdemeanor warrants, VC 23152(A)- Driving under the Influence of Alcohol, PC 594(B)(2)(A)- Vandalism, and PC 647(F)- Drunk in Public. VALDEZ was subsequently arrested and transported to the Colorado River Station jail for booking. VALDEZ remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
COLEEN MAINE, 47 Years Old, Resident of Show Low, AZ
On Saturday, October 11, 2025, at approximately 11:16 a.m., deputies contacted COLEEN MAINE during a traffic enforcement stop near the intersection of Broadway Street and G Street. During the investigation, MAINE was found to be in violation of H&S 11377A- Possession of Controlled Substance. MAINE was subsequently arrested and transported to the Colorado River Station jail for booking. MAINE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
HANNAH BLACK, 36 Years Old, Resident of Big River, CA
On Saturday, October 11, 2025, at approximately 11:46 p.m., deputies contacted HANNAH BLACK during a call for service on the 600 block of Parker Dam Road. During the call, BLACK was found to be in violation of PC 273.5- Domestic Battery causing Injury. BLACK subsequently arrested and transported to the Colorado River Station jail for booking. BLACK remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
JAMES STOUT, 39 Years Old, Resident of Needles, CA
On Sunday, October 12, 2025, at approximately 9:30 a.m., deputies contacted JAMES STOUT during a traffic enforcement stop on the 2200 block of Needles Hwy. During the investigation, STOUT was found to be in violation of PC 496.5(A)- Possession of a Stolen Vehicle. STOUT was subsequently arrested and transported to the Colorado River Station jail for booking. STOUT remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
GUADALUPE LOZANO, 36 Years Old, Resident of Needles, CA
On Saturday, October 12, 2025, at approximately 8:36 p.m., deputies contacted GUADALUPE LOZANO during a call for service on the 1500 block of Hospitality Lane. During the call, LOZANO was found to be in violation of PC 30305(A)(1)- Felon in Possession of Ammunition. LOZANO subsequently arrested and transported to the Colorado River Station jail for booking. LOZANO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
JOSEPHINE BAUMGARTNER, 24 Years Old, Resident of Needles, CA
On Saturday, October 12, 2025, at approximately 11:06 p.m., deputies contacted JOSEPHINE BAUMGARTNER during a call for service on the 1500 block of Hospitality Lane. During the call, BAUMGARTNER was found to be in violation of PC 602(A)(1)- Trespassing. BAUMGARTNER was subsequently arrested and transported to the Colorado River Station jail for booking. BAUMGARTNER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JAVIER GARCIA, 36 Years Old, Resident of Needles, CA
On Sunday, October 12, 2025, at approximately 11:24 p.m., deputies contacted JAVIER GARCIA during a traffic enforcement stop near the intersection of Needles Hwy and Capri Road. During the investigation, GARCIA was found to be in violation of PC 530.5- Identity Theft. GARCIA was subsequently arrested and transported to the Colorado River Station jail for booking. GARCIA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
