Chino Hills Deputies Conduct a Vehicle Check and Locate a Stolen Vehicle

INCIDENT: PC 496 - Possession of a Stolen Vehicle 

LOCATION: Terrace Drive and Oak Lane Chino Hills

SUSPECT(S): Rufus Villarreal, 60-year-old Resident of Chino Hills

SUMMARY: 
On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Thursday, October 16, 2025, deputies from the Chino Hills Sheriff's Station conducted a vehicle check on Terrace Drive and Oak Lane in the city of Chino Hills. The driver, Rufus Villarreal, a 60-year-old resident of Chino Hills was a career criminal and in possession of a stolen vehicle.

Deputies conducted a search and located suspected methamphetamine and drug paraphernalia in his possession. Villarreal had several prior theft and drug possession related convictions in the State of California.  Villarreal was arrested and booked at West Valley Detention Center.
