SUMMARY:
On November 5, 2024, California voters passed Proposition 36, “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reformed multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction, and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies can apply during arrests when appropriate. These new charges can carry enhanced sentencing and prevent offenders from being cited and released before their court appearance. The following is an arrest where Proposition 36 was applied.
On October 16, 2025, at approximately 4:38 p.m., Deputy Lopez conducted a traffic stop at Rolling Ridge Lane and Glen Ridge in Chino Hills, for vehicle code violations. The vehicle was occupied by Michael Aguilar and Tanya Camacho. During a search, deputies located methamphetamine and other items consistent with possession of a narcotic for sale.
During the investigation, it was learned that Camacho's two young children were left at a nearby residence on Laguna Court with their grandmother, Mary Rodriguez. After contacting Rodriguez, she was found to have outstanding warrants for narcotics-related offenses.
A search warrant for the residence was obtained and investigators discovered methamphetamine and drug paraphernalia in Rodriguez’s bedroom. Rodriguez, who had two prior convictions for HS 11377, was arrested for HS 11395(b)(1) under Proposition 36.
Michael Aguilar was arrested for HS11378 and Tanya Camacho was arrested for HS11377 and transported to the West Valley Detention Center.
