Deputies at the Colorado River Sheriff's Station Make Multiple Arrests Between October 13 - October 20

Between October 13, 2025, and October 20, 2025, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:


JAVIER GARCIA SALGUERO, 52 Years Old, Resident of Los Angeles, CA
On Mondays, October 13, 2025, at approximately 04:44 A.M., deputies contacted JAVIER GARCIA-SALGUERO during a traffic enforcement stop near the intersection of Needles Highway and Capri Road. During the investigation, GARCIA-SALGUERO was found to be in violation of P.C. 114 and P.C. 530.5(a). GARCIA-SALGUERO was subsequently arrested and transported to the Colorado River Station jail for booking. GARCIA-SALGUERO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.


LAUREL GILLIAN EDDY, 38 Years Old, Resident of Parker, AZ
On Wednesday, October 15, 2025, at approximately 10:43 P.M., deputies contacted LAUREL GILLIAN EDDY during a traffic enforcement stop near the intersection of Needles Highway and N. K Street. During the investigation, EDDY was found to be in violation of H&S 11377(a) and H&S 11364(a). EDDY was subsequently arrested and transported to the Colorado River Station jail for booking. EDDY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.


JEROME JAMES YAZZIE, 41 Years Old, Resident of Parker, AZ
On Wednesday, October 15, 2025, at approximately 10:43 P.M., deputies contacted JEROME JAMES YAZZIE during a traffic enforcement stop near the intersection of Needles Highway and N. K Street. During the investigation, YAZZIE was found to be in violation of H&S 11377(a) and H&S 11364(a). YAZZIE was subsequently arrested and transported to the Colorado River Station jail for booking. YAZZIE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.


ROBERT LEWIS JACKSON, 35 Years Old, Resident of Parker, AZ
On Wednesday, October 15, 2025, at approximately 10:43 P.M., deputies contacted ROBERT LEWIS JACKSON during a traffic enforcement stop near the intersection of Needles Highway and N. K Street. During the investigation, JACKSON was found to be in violation of P.C. 530.5(c)(2). JACKSON was subsequently arrested and transported to the Colorado River Station jail for booking. JACKSON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.


CARLOS JAVIER PORTILLO, 31 Years Old, Resident of Concord, CA
On Wednesday, October 15, 2025, at approximately 00:59 A.M., deputies contacted CARLOS JAVIER PORTILLO during a call for service on the 1800 block of Needles Highway. During the call, PORTILLO was found to be in violation of P.C. 148.9(a). PORTILLO was subsequently arrested and transported to the Colorado River Station jail for booking. PORTILLO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.   


JUAN LOZANO, 41 Years Old, Resident of Fort Mohave, AZ
On Thursday, October 16, 2025, at approximately 7:38 P.M., deputies contacted JUAN LOZANO during a call for service on the 1700 block of Barrackman Street. During the call, LOZANO was found to be in violation of P.C. 459. LOZANO was subsequently arrested and transported to the Colorado River Station jail for booking. LOZANO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.


JOSEPH BROWN, 32 Years Old, Resident of Needles, CA
On Thursday, October 16, 2025, at approximately 10:11 P.M., deputies contacted JOSEPH BROWN, during a traffic enforcement stop near the intersection of S. L Street and W. Broadway Street. During the investigation, BROWN was found to be in violation of P.C.148(a)(1) and CVC 12500(a), BROWN was subsequently arrested and transported to the Colorado River Station jail for booking. BROWN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.




DENNIS PEPPARD, 20 Years Old, Resident of Tucson, AZ
On Saturday, October 18, 2025, at approximately 5:29 P.M., deputies contacted DENNIS PEPPARD, during a marine enforcement stop on the Colorado River near Thompson Bay. During the investigation, PEPPARD was found to be in violation of H&N 655(b) and H&N 655(c). PEPPARD was subsequently arrested and transported to the Colorado River Station jail for booking. PEPPARD was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.


STEVIE RAY LONG, 36 Years Old, Resident of Whitewright, TX
On Sunday, October 19, 2025, at approximately 01:55 A.M., California Highway Patrol officers contacted STEVIE RAY LONG during a traffic enforcement stop near the Interstate 40 Highway east at mile marker 134. During the investigation, LONG was found to be in violation of CVC 21352(a) and 23152(b). LONG was subsequently arrested and transported to the Colorado River Station jail for booking. LONG was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.


MICHAEL CARABALLO, 29 Years Old, Resident of Bakersfield, CA
On Sunday, October 19, 2025, at approximately 09:48 A.M., California Highway Patrol officers contacted MICHAEL CARABALLO during a traffic enforcement stop near the Interstate 40 Highway west at mile marker 133. During the investigation, CARABALLO was found to have a felony warrant for P.C. 664 / 212.5(a). CARABALLO was subsequently arrested and transported to the Colorado River Station jail for booking. CARABALLO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $77,500.00, awaiting a court hearing.


MARISSA MORENO, 32 Years Old, Resident of Needles, CA
On Sunday, October 19, 2025, at approximately 4:25 p.m., deputies contacted MARISSA MORENO during a call for service near the 1500 block of Hospitality Lane.  During the investigation, MORENO was found to be in violation of PC602(O)(1)-Trespassing.  MORENO was subsequently arrested and transported to the Colorado River Station jail for booking.  MORENO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.   


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
