Take Five Briefing – 10/21

Here is the latest Take Five briefing from the October 21, 2025, meeting of the Mayor and Borough Council.

1) Introduction of 330-334 Raritan Avenue Redevelopment Plan: Borough Council introduced an ordinance to adopt the 330–334 Raritan Avenue Redevelopment Plan, covering the lots associated with the former Rite Aid. The purpose of the plan is to encourage the rehabilitation and/or redevelopment of the property by providing for additional permitted principal uses appropriate for the large-format store as well as to provide for improved access and circulation within and surrounding the property by way of a connection from So. 3rd Avenue to So. 4th Avenue through the parking areas.  Following the introduction of the ordinance, the plan was then referred to the Highland Park Planning Board, where it will be reviewed for consistency with the Borough’s Master Plan. The public hearing and vote on the plan is scheduled for the November 25, 2025 Council Meeting.

2) Ordinance to Prohibit Planting of Bamboo: Borough Council introduced an ordinance that prohibits the planting of bamboo in Highland Park. Bamboo is highly invasive and can cause significant damage to nearby property. The new rules expressly prohibit the planting of bamboo, unless entirely contained within an above-ground planter. Existing bamboo is grandfathered in; however, it must be maintained it so that it does not encroach on public or private property. Property owners who fail to control or remove bamboo that is disturbing adjacent areas may be subject to enforcement action. The public hearing and vote on the plan is scheduled for the November 25, 2025 Council Meeting.

3) Conditional Redeveloper Named for 1010 Raritan Ave: The Borough Council designated 2036 Route 35 Inc. as the conditional redeveloper for 1010 Raritan Avenue, part of the Upper Raritan Avenue Redevelopment Plan. The proposed mixed-use project includes 15 residential units (two affordable), 2,500 square feet of commercial space, and 33 parking spaces. The designation allows the developer and Borough to continue with pre-development work through an interim cost agreement.

4) State Legislative Aid Grant Awards: Borough Council formally approved receipt of three separate grants from the state worth $1.25 million dollars that will provide for significant upgrades throughout the Borough. The first targets replacing the aging water and sewer main on South Third Avenue ahead of the planned construction of a Public Plaza in the area. Another contributes to renovations to Molimock-Graff Park, where the Borough is seeking to make major upgrades to the amenities offered. And finally, the third grant targets much-needed capital improvements to Borough facilities and parking areas.  

5) Resolution Supporting the New Jersey Immigrant Trust Act: A resolution in support of the passage of the New Jersey Immigrant Trust Act (Senate Bill 3672/Assembly Bill 4987) was passed. The Act seeks to build off of the success of the New Jersey Immigrant Trust Directive and ensure that local resources are used for local priorities, not federal immigration enforcement. It would also safeguard residents’ personal information and help public institutions like schools, libraries, and health facilities adopt policies that make all residents feel safe accessing services.
