Suspect Arrested and Charged for October 4th Berkeley Shooting 
The Berkeley Police Department, in coordination with the Emeryville Police Department, Oakland Police Department, and the Alameda County District Attorney’s Office, has made significant progress in the investigation of a shooting that occurred on October 4, 2025, near the intersection of Ashby Avenue and 7th Street.
At approximately 5:29 PM, Berkeley Police officers responded to reports of gunfire involving a black Nissan Altima and a red Chevrolet Tahoe. Automated License Plate Reader (ALPR) cameras confirmed the vehicles’ presence in the area at the time of the incident. Surveillance footage and witness statements indicate that the suspect, identified as Ramon Lupian, fired a handgun from the driver's side of the red Tahoe toward the black Altima as both vehicles traveled along Ashby Avenue.
The Altima fled the scene and was later involved in a collision with a parked vehicle near 6702 Hollis Street in Emeryville. Witnesses reported that the driver of the Altima brandished a firearm after the crash, although no weapons were recovered from the vehicle or its occupants. All four individuals fled the scene on foot.
Lupian and his passenger, a 31-year-old female, briefly stopped at the crash scene before police arrival and were observed removing two bags from the Altima before fleeing the area in the red Tahoe.
The Emeryville Police Department later detained the Altima’s four occupants when they returned to the vehicle. Follow-up investigation revealed that the Altima had been stolen earlier that day during a robbery in Oakland. Lupian, who reportedly witnessed the robbery, pursued the suspects in his red Tahoe, leading to the gunfire in Berkeley.
As part of the investigation, a felony stop was issued for the red Tahoe. Oakland Police Department officers located the vehicle and took Lupian and his passenger into custody following a vehicle pursuit. Three firearms were recovered from the Tahoe. On October 21, the Alameda County District Attorney’s Office charged Lupian with PC 246- shooting at an occupied vehicle, PC 25400(a)(1)- carrying a concealed firearm in a vehicle, PC 25850(a)- carrying a loaded firearm in a vehicle, PC 29800(a)(1)- possession of a firearm by a felon, PC 30305(a)(1)- possession of ammunition by a prohibited person, PC 33215- possession of a short barreled rifle, along with multiple other felony enhancements.
This investigation reflects the ongoing collaboration between law enforcement agencies in Alameda County and underscores the Berkeley Police Department’s commitment to addressing gun violence and protecting the safety of our community.
