SUBJECT: Suspect Arrested for Sexual Battery
LOCATION: Broadway & Jefferson Ave, Redwood City

On Thursday October 23, 2025, at approximately 11:49 a.m., Redwood City Police officers arrested a suspect in connection with a sexual battery that occurred near Broadway and Jefferson Avenue.
The victim reported that while standing at the southwest corner of Broadway and Jefferson, she was approached by a male riding a bicycle. As he passed, the suspect reached out and grabbed the victim inappropriately before riding eastbound on Jefferson Avenue.
Officers canvassed the area and located video surveillance of the suspect. A “Be On the Lookout” (BOL) was broadcast to patrol units. Shortly thereafter, officers observed an individual matching the description in the 1000 block of Middlefield Road. The suspect was contacted and identified as Luis Martinez Maldonado, 33, of Redwood City.
Maldonado was positively identified as the individual captured on video surveillance and was placed under arrest. Investigators have also identified Maldonado as a suspect in three similar sexual batteries in Redwood City from July 2025 to present. In each case, women were targeted while in public.
Maldonado was ultimately booked into the San Mateo County Maguire Correctional Facility for Penal Code 243.4 - sexual battery.
