Felon on PRCS Arrested After Pursuit – Loaded “ghost gun,” High-Capacity Magazine, and Narcotics Seized

On October 23rd, 2025, at 11:50 PM, a Petaluma Police Department officer attempted to stop a vehicle for observed traffic violations in the area of southbound Highway 101 south of Kastania Road. The driver, later identified as Kenneth Douglas, a 41-year-old resident of Willits, failed to yield and led officers on a brief vehicle pursuitthrough city streets. Douglas lost control and crashed his vehicle while attempting to maneuver the roundabout at Petaluma Boulevard South and Crystal Lane at a high rate of speed. 

Douglas, who was later confirmed to be on Post-Release Community Supervision (PRCS) with several outstanding felony warrants, fled from the vehicle on foot. Officers quickly located Douglas hiding nearby in thick vegetation. Following verbal commands, he was safely taken into custody without further incident. No officers, community members, or uninvolved motorists were injured during the pursuit or subsequent arrest.

During a search of the area, officers located a loaded, unserialized“ghost gun” equipped with a 30-round high-capacity magazineloaded with 30 rounds of ammunition within 10 feet of Douglas. Douglas, a convicted felon, is legally prohibited from possessing firearms or ammunition.

Officers also located a quantity of methamphetamine, a methamphetamine smoking pipe, and Fake ID’s, in Douglas’ possession. The firearm and narcotics were seized as evidence.

In addition to the outstanding warrants, Douglas was booked into Sonoma County Jail for the following charges:

- Felon in Possession of a Firearm — PC 29800(a)(1)

- Possession of an Un-serialized Firearm (“Ghost Gun”) — PC 29180(b)
- Carry Loaded Firearm in Public Place — PC 25850(a))
- Possession of a Controlled Substance while Armed w/ Loaded Firearm — PC 11370.2(a))
- Possession of a Large-Capacity Magazine — PC 32310(a)
- Felon in Possession of Ammunition — PC 30305(a)(1)
- Felony Evading a Peace Officer — VC 2800.2(a)
- Resisting or Obstructing an Officer — PC 148(a)(1)
- Possession of Narcotics with Prior Convictions — H&S 11395(b)(1) 
- Possession of Methamphetamine — H&S 11377(a)
- Possession of Drug Paraphernalia — H&S 11364(a)
- Violation of PRCS Conditions — PC 3455(a)
- Hit & Run – Property Damage — CVC 20002(a)

The case will be forwarded to the Sonoma County District Attorney’s Office for prosecution.

Incidents like this illustrate the ongoing challenges our officers face in keeping our community safe. The combination of an illegal firearm, dangerous driving behavior, and narcotics poses a significant threat to the public. We’re grateful that no one was injured, and that our officers were able to safely apprehend the suspect and remove another illegal gun from our streets
