Investigators Receive Cyber Tip Regarding Child Pornography and Arrest Grand Terrace Man



DATE/TIME: Wednesday, October 29, 2025  /  4:00 p.m.

INCIDENT: California Penal Code 311.11(a)(1) - Felony: Possession of Child Pornography

LOCATION: 11000 block of Mount Vernon Avenue, Grand Terrace

SUSPECT(S): Steven Bradley McGuire, 29-year-old resident of Grand Terrace

VICTIM(S): People of the State of California


SUMMARY: As an Electronic Communication Service Provider, SnapChat is mandated to report the posting of child pornography, as soon as it is reasonable, to the CyberTip Hot Line of National Center for Missing and Exploited Children (NCMEC). NCMEC is a national clearinghouse that gathers information about missing and exploited children for law enforcement use.  NCMEC forwards all unedited information to law enforcement agencies for investigation and disposition pursuant to its congressional mandate to operate as a clearinghouse.
 
The Los Angeles Internet Crimes Against Children (LAICAC) Task Force members could access the NCMEC Virtual Private Network (VPN) and download cyber tips, including videos and images containing suspected child pornography.  The San Bernardino County Sheriff's Department is an affiliate of LAICAC Task Force.  The LAICAC sends the San Bernardino County Sheriff's Department cyber tips when it believes a suspect committs the crime in San Bernardino County where the San Bernardino County Sheriff’s Department provides law enforcement services.
  
On May 16, 2025, SnapChat became aware of a video of suspected child sexual assault material (CSAM) uploaded by their server from a particular user account. 

Detectives from Central Station investigated the cyber tip and identifed Steven Bradley McGuire as the suspect who uploaded the CSAM to the SnapChat servers.

On Wednesday, October 29, 2025, a search warrant was served at McGuire’s residence where additional evidence was recovered. McGuire was taken into custody without incident and was booked at Central Detention Center for violation of California Penal Code section 311.11(a)(1) in lieu of $30,000.00 bail.
