8/6 – 12:17 a.m. – A Millstadt Police Officer located a subject wanted on another matter exiting a vehicle on M&O Station Road. During the encounter the officer believed the subject to be under the influence of drugs and arrested him for suspicion of driving under the influence. The subject was also found to be in possession of a suspected controlled substance. The substance was sent to the Illinois State Police Crime Lab for analysis. Once the results were obtained the report was submitted to the St. Clair County State’s Attorney’s Office for consideration of charges. On September 22nd the state’s attorney’s office charged the subject, Kenneth I. Menees, age 27, homeless, with the following:
Count 1: Unlawful Possession of Methamphetamine; A Class 3 Criminal Felony
Count 2: Driving Under the Influence – Chemical Test Presence of Methamphetamine & Cocaine; A Class A Criminal Misdemeanor
Count 3: Driving Under the Influence – Combination of Methamphetamine & Cocaine; A Class A Criminal Misdemeanor
Menees was apprehended by another agency a month later.
