Suspect Arrested for Lewd Conduct and Being Under the Influence of a Controlled Substance
 
On November 5, 2025, at approximately 6:52 p.m., Petaluma Police Department officers responded to a report of a male subject exposing himself to passersby in the Washington Square shopping center.
 
Upon arrival, officers located Sean Foster (38, Petaluma), who was found to be completely nude in a public area. Foster admitted to being under the influence of methamphetamine. Officers conducted a drug influence evaluation and observed positive signs and symptoms consistent with narcotic use. Multiple witnesses at the scene reported that the subject had been actively masturbating in public view.
Foster was arrested and booked at the Sonoma County Jail for:

1. 314.1 PC – Indecent Exposure
2. 11550(a) H&S – Under the Influence of a Controlled Substance
3. 3455 PC – Violation of Post-release Community Supervision
