SUMMARY:

On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Wednesday, November 5, 2025, at approximately 3:46 P.M., Rancho Cucamonga deputies served a search warrant at a residence in the 9400 block of Konocti Street in Rancho Cucamonga. During the search, deputies encountered Georel Perez at the residence, who was in possession of suspected methamphetamine and a large knife with a metal knuckle handle. Perez had several prior convictions for possession of narcotics, possession for sales of narcotics, and was on active probation for vandalism.

Ryan Wade, who was stopped as he left the location, was also in possession of suspected methamphetamine. During the search warrant, a short barrel shotgun was discovered along with various types of ammunition in Wade’s living area. Items consistent with the sales of narcotics were also located in Wade’s living area.

Wade and Perez were booked into the West Valley Detention Center for multiple charges. Perez was booked on H&S 11395 - Possession of Narcotics with Two Prior Convictions, PC 21810 – Possession of Metal Knuckles, and a probation violation. Wade’s charges included H&S 11378 - Possession of Narcotics for Sale, PC 33215 – Possession of a Short Barrel Shotgun, and H&S 11366 – Maintaining a Drug House.
