Colorado River Sheriff's Station Releases Information on Several Arrests from November 3rd, Through November 9, 2025

Between November 3, 2025, and November 9, 2025, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

EDGAR CARDENAS RAMIREZ, 37 Years Old, Resident of Needles, CA
On Monday, November 3, 2025, at approximately 2:25 p.m., deputies contacted EDGAR CARDENAS RAMIREZ during a pedestrian check near 3rd Street and E Street. During the investigation, CARDENAS RAMIREZ was found to be in violation of PC3056 – Violation of Parole. CARDENAS RAMIREZ was subsequently arrested and transported to the Colorado River Station jail for booking. CARDENAS RAMIREZ remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.  

ROBERT MELLO, 45 Years Old, Resident of Mohave Valley, AZ
On Monday, November 3, 2025, at approximately 9:26 p.m., deputies contacted ROBERT MELLO during a traffic enforcement stop near Front Street and J Street. During the investigation, MELLO was found to be in violation of H&S11395(B)(1)-Possession of a Controlled Substance with Priors and was also found to have an outstanding warrant for H&S11364(A)-Possession of Unlawful Paraphernalia. MELLO was subsequently arrested and transported to the Colorado River Station jail for booking. MELLO remains in the custody of the San Bernardino County Sheriff’s Department with a combined bail amount of $30,000.00, awaiting a court hearing.  

ARSEN KALAITZIAN, 18 Years Old, Resident of Mohave Valley, AZ
On Monday, November 3, 2025, at approximately 11:10 p.m., deputies contacted ARSEN KALAITZIAN during a traffic enforcement stop near H Street and Broadway Street. During the investigation, KALAITZIAN was found to be in violation of CVC23103 – Reckless Driving. KALAITZIAN was subsequently arrested and transported to the Colorado River Station jail for booking. KALAITZIAN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

ROBERT CARRELL, 59 Years Old, Resident of Needles, CA
On Tuesday, November 4, 2025, at approximately 2:23 p.m., deputies contacted ROBERT CARRELL during call for service reference a disturbance near the 3000 block of Needles Hwy. During the investigation, CARRELL was found to be in violation of PC290.013(A)-Sex Registrant Failure to Report Address Change. CARRELL was subsequently arrested and transported to the Colorado River Station jail for booking. CARRELL remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.  

CHRISTINA CASEY, 44 Years Old, Resident of Needles, CA
On Tuesday, November 4, 2025, at approximately 4:50 p.m., deputies contacted CHRISTINA CASEY during call for service reference an intruder near the 1400 block of Highland Ave. During the investigation, CASEY was found to be in violation of PC602.5 – Unlawfully Entering a Non-Commercial Dwelling. CASEY was subsequently arrested and transported to the Colorado River Station jail for booking. CASEY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.   

CYNTHIA JONES, 35 Years Old, Resident of Needles, CA
On Tuesday, November 4, 2025, at approximately 5:19 p.m., deputies contacted CYNTHIA JONES during call for service reference a disturbance near the 1900 block of Erin Drive. During the investigation, JONES was found to be in violation of PC647(I) – Disorderly Conduct-Prowling. JONES was subsequently arrested, issued a citation, and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

FRANCISCO TARIN, 53 Years Old, Resident of Apple Valley, CA
On Wednesday, November 5, 2025, at approximately 2:04 a.m., deputies contacted FRANCISCO TARIN during a traffic enforcement stop near Pashard St and W Needles Hwy.  During the investigation, TARIN was found to be in violation of CVC14601.1(A)-Driving on a Suspended License.  TARIN was subsequently arrested, issued a citation, and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

DREW SPIER, 65 Years Old, Resident of Big River, CA
On Wednesday, November 5, 2025, at approximately 12:59 p.m., deputies contacted DREW SPIER during a call for service near the 150000 block of Paseo Street reference a man brandishing a weapon.  During the investigation, SPIER was found to be in violation of PC245(A)(2) – Assault with a Firearm on a Person.  SPIER was subsequently arrested and transported to the High Desert Detention Center for booking. SPIER remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $240,000.00, awaiting a court hearing.  

LINDSEY YAZZIE, 38 Years Old, Resident of Mohave Valley, AZ
On Wednesday, November 5, 2025, at approximately 1:10 p.m., deputies contacted LINDSEY YAZZIE during call for service reference a theft near the 1500 block of Hospitality Ln. During the investigation, YAZZIE was found to be in violation of PC484(A) – Petty Theft. YAZZIE was subsequently arrested and transported to the Colorado River Station jail for booking. YAZZIE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

DAVID CLINE, 66 Years Old, Resident of Big River, CA
On Thursday, November 6, 2025, at approximately 9:15 p.m., deputies contacted DAVID CLINE during a traffic enforcement stop near Havasu Lake Rd and US Hwy 95.  During the investigation, CLINE was found to have a warrant for his arrest out of Porterville, CA for H&S11550(A)-Under the Influence of a Controlled Substance, PC1203.2(A)-Violation of Probation and PC166.4-Contempt/Disobey Court Order.  CLINE was subsequently arrested and transported to the Colorado River Station jail for booking. CLINE remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.  

CONFIDENTIAL JUVENILE MALE, 16 Years Old, Resident of Needles, CA
On Friday, November 7, 2025, at approximately 3:36 p.m., deputies contacted a 16-year-old male juvenile and his mother reference and assault that happened near Needles High School.  During the investigation, the male juvenile was found to be in violation of PC242 – Assault.  The male juvenile was subsequently arrested, issued a citation and released to a responsible party, with a future court date. 

SHARON JACKSON, 55 Years Old, Resident of Needles, CA
On Friday, November 7, 2025, at approximately 8:40 p.m., deputies contacted SHARON JACKSON during a traffic enforcement stop near 3rd Street and E Street.  During the investigation, JACKSON was found to be in violation of CVC12500(A)-Driving Without a License.  JACKSON was subsequently arrested, issued a citation, and released at the scene with a future court date. 

MICHAEL HERNANDEZ, 39 Years Old, Resident of Needles, CA
On Saturday, November 8, 2025, at approximately 1:30 p.m., deputies contacted MICHAEL HERNANDEZ during a pedestrian check near the 900 block of W Broadway Street.  During the investigation, HERNANDEZ was found to have an outstanding warrant for H&S11377(A)-Possession of a Controlled Substance.  HERNANDEZ was subsequently arrested, issued a citation, and released at the scene with a future court date. 

ROSEMARY CORRALES, 45 Years Old, Resident of Needles, CA
On Saturday, November 8, 2025, at approximately 8:40 p.m., deputies contacted ROSEMARY CORRALES during a traffic enforcement stop near 3rd Street and J Street.  During the investigation, CORRALES was found to be in violation of PC22810(A)-Possession of Unlawful Tear Gas and was also found to have an outstanding warrant for her arrest for PC1203.2(A)(1)-Violation of Probation and CVC10851(A)-Vehicle Theft.  CORRALES was subsequently arrested and transported to the Colorado River Station jail for booking. CORRALES remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.  

LARRY SAENZ, 66 Years Old, Resident of Needles, CA
On Saturday, November 8, 2025, at approximately 8:40 p.m., deputies contacted LARRY SAENZ during a traffic enforcement stop near 3rd Street and J Street.  During the investigation, SAENZ was found to have an outstanding warrant for his arrest for H&S11550(A)- Under the Influence of a Controlled Substance.  SAENZ was subsequently arrested and transported to the Colorado River Station jail for booking. SAENZ was later issued a citation and released from the custody of the San Bernardino County Sherrif’s Department with a future court date. 

ZABRINA LONGACRE, 43 Years Old, Resident of Needles, CA
On Saturday, November 8, 2025, at approximately 9:18 p.m., deputies contacted ZABRINA LONGACRE during a traffic enforcement stop near the 1800 block of W Needles Hwy.  During the investigation, LONGACRE was found to have an outstanding warrant for her arrest for CVC23152(F) – Driving Under the Influence of Drugs.  LONGACRE was subsequently arrested, issued a citation, and released at the scene, with a future court date. 

STEVEN REID, 40 Years Old, Resident of Needles, CA
On Saturday, November 8, 2025, at approximately 11:18 p.m., deputies contacted STEVEN REID during a call for service near the 1000 block of Lillyhill Drive reference an assault.  During the investigation, REID was found to be in violation of PC242(A)(2)-Assault with a Firearm on a Person.  REID was subsequently arrested and transported to the High Desert Detention Center for booking.  REID remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $140,000.00, awaiting a court hearing. 

JEWELS HOFFMAN, 27 Years Old, Resident of Big River, CA
On Sunday, November 9, 2025, at approximately 8:22 p.m., deputies contacted JEWELS HOFFMAN during a traffic enforcement stop near Rio Vista Dr and Rio Mesa Dr in Big River.  During the investigation, HOFFMAN was found to have an outstanding warrant for H&S11377(A)-Possession of a Controlled Substance. HOFFMAN was subsequently arrested, issued a citation, and released at the scene, with a future court date. 
 
PARRISH DAVIS, 31 Years Old, Resident of El Cajon, CA
On Sunday, November 9, 2025, at approximately 9:30 p.m., deputies contacted PARRISH DAVIS during a traffic enforcement stop near State Hwy 62 and Rio Vista Dr in Big River.  During the investigation, DAVIS was found to be in violation of H&S11364-Possession of Unlawful Drug Paraphernalia. DAVIS was subsequently arrested, issued a citation, and released at the scene with a future court date. 



The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
