During a prostitution investigation into a massage establishment, two suspects were arrested for charges related to pimping, pandering, and engaging in prostitution. 
 
San Mateo, CA – On October 30, 2025, the San Mateo Police Department began investigating QQ Pain Management Health Center, located at 21 37^th Avenue, for possible prostitution at the massage establishment. Confirmation was obtained at that time.
 
Continuing our investigation, on November 5, 2025, we were again able to confirm ongoing acts of prostitution. On November 12, 2025, at 12:34 p.m., after another successful confirmation, a search warrant was executed at the business and arrests were made of Yukman Cheung and Yongfang Zuo. Cheung was arrested for pimping and pandering and engaging in prostitution. Zuo was arrested for prostitution.
 
The San Mateo Police Department is committed to maintaining the safety and wellbeing of our community by addressing all forms of illegal activity, including prostitution and related offenses in both our neighborhoods and in our businesses. The police department works with massage establishments to ensure they maintain proper licensing and conducts on-site compliance checks to verify adherence to all state and local regulations.
 
We encourage members of the public to report any businesses or locations they believe may be involved in illegal prostitution or human trafficking operations. Community awareness and cooperation play a vital role in helping law enforcement identify and investigate these crimes.
