INCIDENT: Health and Safety Code 11395(b)(1): Possession of A Controlled Substance with Two Prior Convictions
LOCATION: Landers Lane and Goat Mountain Avenue, Landers, CA 92285
SUSPECT(S): Ed Van Williams, 55-year-old resident of Joshua Tree
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On Thursday, November 13, 2025, at approximately 11:59 p.m., deputies from the San Bernardino County Sheriff's Department, Morongo Basin Station, conducted a traffic stop at the intersection of Landers Lane and Goat Mountain Road in Landers, after observing several vehicle violations.
During the stop, deputies contacted Ed Williams who had a methamphetamine pipe sticking out of his pocket in plain view, in violation of HS 11364(a), Possession of Drug Paraphernalia. Deputies removed the pipe which had a thick, white powdery coating. The coating was removed from the pipe and was found to be a usable amount of a clear crystalline substance, suspected to be methamphetamine.
Williams was found to have two prior convictions for possesion of a controlled substance and was subsequently arrested for HS 11395(b)(1), Possession of a Controlled Substance with Two Prior Convictions.
