The holidays are coming soon, so BEFORE you purchase an E-Bike for your kid(s) know the New Jersey current laws, proposed upcoming laws, safety and dangers or low-speed electric bicycles:

▶️ Here are some recent (2024–2025) legislative developments in New Jersey related to e-bikes. Note: many are proposed and not yet (or not yet fully) law, depending on the bill status:

Senate Bill S2292 (2024)
✅ This bill would require low-speed electric bicycles and low-speed electric scooters to be registered with the NJ Motor Vehicle Commission (MVC).
✅ It would also require liability insurance, personal injury protection for pedestrians, and uninsured motorist coverage.
✅ The registration would expire on the last day of the 11th calendar month after issuance.
✅ The estimated registration fee is $8 for both initial registration and renewal.
✅ According to its fiscal estimate, this could lead to new costs for MVC as well as some state revenue from registration fees.

Assembly Bill A1062 (2024) 
✅ Requires MVC to run a public information campaign about e-bikes, low-speed scooters, and their interaction with pedestrians and other vehicles.
✅ Establishes a speed limit of 15 mph for motorized bicycles, low-speed e-bikes, and low-speed scooters on highways, streets, and roadways.
✅ Maintains a prohibition on mandatory registration, insurance, or driver’s license for low-speed e-bikes/scooters under this version.

Assembly Bill A5295 (Introduced 2025) 
✅ Defines Class 1 and Class 2 electric bicycles in statute more clearly:
Class 1: pedal-assist only, up to 20 mph.
Class 2: throttle-powered, but not exceeding 20 mph.
✅ Requires that e-bikes sold, leased, or rented in NJ meet CPSC equipment and manufacturing standards.
✅ Requires testing / certification of storage batteries (batteries must meet certain testing standards).
✅ Interestingly, in its current form, operators would not be required to register or insure Class 1 & 2 e-bikes under this bill.

Senate Bill S4763 (Proposed Oct 2025) 
✅ Would require registration and insurance for low-speed e-bikes and scooters.
✅ Introduces a safety training module that first-time registrants would need to complete (online or written).
✅ Registration certificate would include a label to affix to the e-bike or scooter as proof.
✅ Sets the registration renewal: certificate would expire on the last day of the 11th month after issuance.
✅ Also sets the registration fee at $8.

What This Means / Potential Impact 
✅ There is legislative momentum toward requiring registration and insurance for low-speed e-bikes and scooters.
✅ However, there are conflicting bills: some propose maintaining no registration/insurance (A1062), while others push for mandatory registration and insurance (S2292, S4763).
✅ The definition of e-bikes is being refined, clearly separating Class 1 and Class 2.
✅ Battery safety is being addressed: A5295 focuses on requiring storage batteries to meet certain testing standards, which could improve safety and reduce fire risk.
✅ If S4763 or S2292 passes, e-bike owners in NJ might soon need to register their bikes, carry insurance, and complete a safety training module — which would be a major shift from current (more permissive) rules.
