Violent Disturbance and Significant Property Damage at Local Housing Complex

On November 19, 2025, at approximately 5:22 p.m., Petaluma Police Department officers responded to a disturbance at the Studios at Montero, located at 5135 Montero Way. The on-site property manager reported that a previously arrested individual, who is not a resident of the complex, had vandalized property and was attempting to enter a room without permission. The manager requested prosecution for vandalism and trespassing.

Upon arrival, officers identified the suspect as Zeno Salinas-Rurales, a 28-year-old Petaluma resident. Salinas-Rurales was known to officers from a prior July 30, 2025, incident at the same location. During that previous encounter, Salinas-Rurales forcibly resisted officers, assaulted an officer, and was found in possession of suspected methamphetamine.

During today’s incident, officers located the suspect barricaded inside the room, which belongs to a resident who was not home at the time. The suspect repeatedly slammed the door, threw objects inside the room, and ignored numerous verbal commands in both English and Spanish. Officers observed the suspect arming himself with multiple improvised weapons, including scissors, a chair, and a bicycle frame.

The suspect escalated his behavior by smashing a lamp through the window, sending glass shards toward the officers standing outside and narrowly missing them. Additional items were thrown out of the window, and the suspect continued to cause extensive damage within the room.

After approximately 30 minutes of continued resistance and several commands by officers for him to surrender, the suspect approached the doorway while armed with a broken chair. An officer deployed a Taser, causing the suspect to fall to the ground. Officers made entry to take the suspect into custody and safely handcuffed him. Once detained, the suspect continued to physically resist and was placed into a maximum-restraint device for transport.

The suspect was transported by the Petaluma Fire Department to Petaluma Valley Hospital for medical clearance and was later booked into the Sonoma County Main Adult Detention Facility. Charges forwarded for prosecution include:

  • 594(b)(1) PC — Felony Vandalism
  • 602(o) PC — Trespassing
  • 148(a)(1) PC — Resisting/Delaying Officers
  • 69(a) PC — Felony Obstruction/Threats Against Officers
