Visitors at Central Detention Center Found in Possession of Weapon and Drugs

LOCATION: Central Detention Center, 600 Block of E Rialto Avenue, San Bernardino
SUSPECT 1: Melinda Russell, 53-year-old Resident of Nipomo, Ca.
SUSPECT 2: Elizabeth Travis, 40-year-old Resident of Santa Barbara, Ca.
VICTIM(S): State of California
SUMMARY:
On Thursday, November 20, 2025, at approximately 1:39 PM, deputies from the Central Detention Center contacted Melinda Russell who was at the facility to visit an inmate. Russell was found in possession of a folding razor knife concealed in the waist band of her pants. She was arrested for possession of a deadly weapon on jail grounds.
Deputies also contacted Elizabeth Travis in the parking lot of the jail who was the passenger in Russell's vehicle. Through investigation, it was determined Travis used methamphetamine earlier in the day. Travis was found in possession of methamphetamine and two loaded firearms. Travis was arrested for possession of a deadly weapon on jail grounds, possession of a controlled substance, and for possession of a controlled substance while armed.
Jail grounds are proactively patrolled, and individuals found in possession of contraband will not be tolerated. All applicable laws are fully enforced and arrests will be made.
