On 11-23-25 at about 1256 hours, SVPD Officers responded to the 600 block of Los Angeles Ave. for a call to assist Fire and EMS Personnel.  When the officers arrived, they saw that EMS was attempting to provide medical treatment to an elderly female, who had fallen and appeared to be disoriented.  Her husband, Alan Kassan (78 year old Simi Valley resident) was intoxicated and interfering with EMS staff on scene, not allowing them to perform their duties.  After several attempts by both Fire and Police personnel to get Mr. Kassan to step away and allow Paramedics to provide treatment, Officers on scene detained Kassan for interfering with Fire/ EMS at the scene.  Kassan was arrested for violation of 148(a)(1) PC.  He was later cited and released.
