Domestic Violence Investigation Leads to Arrest for Attempted Murder 
Simi Valley, CA — November 23, 2025 — On November 23, 2025, at approximately 4:00 p.m., Simi Valley Police Department officers were dispatched to the Emergency Room at the Simi Valley Hospital regarding a reported domestic violence incident.
Upon arrival, officers contacted an adult female victim who was found suffering from several visible injuries. The victim reported the injuries were the result of an assault by her boyfriend following a verbal altercation.
The suspect was identified as Cesar Zavala, a 39-year-old resident of Simi Valley. Officers responded to the 800 block of Royal Avenue in an effort to locate and contact Zavala. Upon arrival, officers were initially unable to confirm whether Zavala was inside the residence. After an extended period of investigation, officers were able to determine he was, in fact, inside the home. Zavala was uncooperative and indicated he did not wish to surrender until he spoke with the victim. After continued efforts by officers, Zavala ultimately surrendered without further incident.
A thorough investigation was conducted by patrol personnel in collaboration with Major Crimes detectives. Based on the significant physical trauma observed, including evidence of strangulation, and the totality of the circumstances, Zavala was arrested.
Zavala was transported and booked at the Ventura County Main Jail for the following charges:
- 664/187 PC – Attempted Murder
- 273.5 PC – Domestic Violence Causing Injury
