Several Arrests Made During Week of November 17th through November 23rd, in Needles and the Colorado River Station
Between November 17, 2025, and November 23, 2025, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
SCOTT WARREN, 44 Years Old, Resident of San Bernardino, CA
On Monday, November 17, 2025, at approximately 1:38 p.m., deputies contacted SCOTT WARREN during a traffic enforcement stop near D Street and W Broadway St. During the stop, WARREN was found to be in violation of CVC14601.1(A)-Driving on a Suspended License. WARREN was subsequently arrested, issued a citation, and released at the scene with a future court date.
TYLER SKINNER, 23 Years Old, Resident of Topock, AZ
On Monday, November 17, 2025, at approximately 3:00 p.m., deputies contacted TYLER SKINNER during a traffic enforcement stop near Smokestack Dr and L St. During the stop, SKINNER was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. SKINNER was subsequently arrested and transported to the Colorado River Station jail for booking. SKINNER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
MAGDELENO DIAZ ALVAREZ, 30 Years Old, Resident of Fort Mohave, AZ
On Monday, November 17, 2025, at approximately 4:02 p.m., deputies contacted MAGDELENO DIAZ ALVAREZ during a traffic enforcement stop near North K Street and Spruce St. During the stop, DIAZ ALVAREZ was found to be in violation of CVC12500(A)-Driving Without a License. DIAZ ALVAREZ was subsequently arrested, issued a citation, and released at the scene with a future court date.
MARVIN SANCHEZ, 24 Years Old, Resident of Victorville, CA
On Monday, November 17, 2025, at approximately 10:22 p.m., deputies contacted MARVIN SANCHEZ during a traffic enforcement stop near Front St and H Street. During the stop, SANCHEZ was found to be in violation of PC25400(A)(1)-Carrying a Concealed Weapon in a Vehicle and PC25850(A)-Carrying a Loaded Firearm. SANCHEZ was subsequently arrested and transported to the Colorado River Station jail for booking. SANCHEZ remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
MOISES VEGA PORTILLO, 19 Years Old, Resident of Lake Havasu City, AZ
On Monday, November 17, 2025, at approximately 10:22 p.m., deputies contacted MOISES VEGA PORTILLO during a traffic enforcement stop near Front St and H Street. During the stop, VEGA PORTILLO was found to be in violation of PC25400(A)(1)-Carrying a Concealed Weapon in a Vehicle and PC25850(A)-Carrying a Loaded Firearm. VEGA PORTILLO was subsequently arrested and transported to the Colorado River Station jail for booking. VEGA PORTILLO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
RUBEN MEDRANO, 52 Years Old, Resident of Needles, CA
On Tuesday, November 18, 2025, at approximately 2:40 p.m., deputies contacted RUBEN MEDRANO during a traffic enforcement stop near Bush St and M Street. During the stop, MEDRANO was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia and H&S11377(A)-Possession of a Controlled Substance. MEDRANO was subsequently arrested and transported to the Colorado River Station jail for booking. MEDRANO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
KREA YEAGER, 50 Years Old, Resident of Needles, CA
On Wednesday, November 19, 2025, at approximately 2:34 p.m., deputies contacted KREA YEAGER during call for service reference an assault near the 1200 block of Front Street. During the investigation, YEAGER was found to be in violation of PC368(B)(1)-Elder Abuse. YEAGER was subsequently arrested and transported to the High Desert Detention Center for booking. YEAGER remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing.

HARLEY PERRY, 26 Years Old, Resident of Needles, CA
On Thursday, November 20, 2025, at approximately 12:52 p.m., deputies contacted HARLEY PERRY during call for service reference a domestic disturbance near the 400 block of F Street. During the investigation, PERRY was found to be in violation of PC243(E)(1)-Battery on a Spouse/Ex Spouse/Etc. and PC1203.3-Violation of Probation. PERRY was subsequently arrested and transported to the Colorado River Station jail for booking. PERRY remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
MARK MANNOR, 35 Years Old, Resident of Needles, CA
On Thursday, November 20, 2025, at approximately 2:10 p.m., deputies contacted MARK MANNOR during a traffic enforcement stop near Walnut St and North K Street. During the stop, MANNOR was found to be in violation of H&S11364-Possession of Unlawful Drug Paraphernalia. MANNOR was subsequently arrested, issued a citation, and released at the scene with a future court date.
DEBORAH HERNANDEZ, 68 Years Old, Resident of Needles, CA
On Thursday, November 20, 2025, at approximately 2:10 p.m., deputies contacted DEBORAH HERNANDEZ during a traffic enforcement stop near Walnut St and North K Street. During the stop, HERNANDEZ was found to be in violation of H&S11364-Possession of Unlawful Drug Paraphernalia. HERNANDEZ was subsequently arrested, issued a citation, and released at the scene with a future court date.
TIMOTHY PUGH, 35 Years Old, Resident of Needles, CA
On Friday, November 21, 2025, at approximately 3:52 p.m., deputies contacted TIMOTHY PUGH during call for service reference a theft that just occurred near the 1000 block of E Broadway St. During the investigation, PUGH was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia, PC21510(A)-Possession of a Switchblade and PC3455-Violation of Post Release Community Supervision. PUGH was subsequently arrested and transported to the Colorado River Station jail for booking. PUGH remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
AMANDA NORMAN, 40 Years Old, Resident of Needles, CA
On Saturday, November 22, 2025, at approximately 1:35 p.m., deputies contacted AMANDA NORMAN during a traffic enforcement stop near W Needles Hwy and L Street. During the stop, NORMAN was found to be in violation of PC22610(A)-Felon in Possession of a Stun Gun. NORMAN was subsequently arrested and transported to the Colorado River Station jail for booking. NORMAN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ERIC SMITH, 58 Years Old, Resident of Needles, CA
On Saturday, November 22, 2025, at approximately 4:10 p.m., deputies contacted ERIC SMITH during a call for service reference a trespassing near the 700 block of 3rd Street. During the investigation, SMITH was found to be in violation of PC602.5-Illegal Entry of a Noncommercial Dwelling. SMITH was subsequently arrested and transported to the Colorado River Station jail for booking. SMTIH was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
NAKIA LOCKWOOD, 24 Years Old, Resident of Needles, CA
On Saturday, November 22, 2025, at approximately 11:08 p.m., deputies contacted NAKIA LOCKWOOD during a call for service reference a welfare check near the 1200 block of Hospitality Ln. During the investigation, LOCKWOOD was found to be in violation of PC243(C)(1)-Battery on a Police Officer with Injury, PC69(A)-Obstructing/Resisting Police Officer and PC3455-Violation of Post Release Community Supervision. LOCKWOOD was subsequently arrested and transported to the High Desert Detention Center for booking. LOCKWOOD remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

NAOMI NORRIS, 47 Years Old, Resident of Mohave Valley, AZ
On Sunday, November 23, 2025, at approximately 11:48 a.m., deputies contacted NAOMI NORRIS during a traffic enforcement stop near W Broadway St and D Street. During the stop, NORRIS was found to have 3 active warrants for her arrest for H&S11550(A)-Under the Influence of a Controlled Substance and CVC12500(A)-Driving Without a License. NORRIS was subsequently arrested and transported to the Colorado River Station jail for booking. NORRIS remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
HECTOR BUSTAMANTE, 34 Years Old, Resident of Buckeye, AZ
On Sunday, November 23, 2025, at approximately 1:42 p.m., deputies contacted HECTOR BUSTAMANTE during a traffic enforcement stop near W Broadway St and C Street. During the stop, BUSTAMANTE was found to have to be in violation of PC21310-Possession of Unlawful Dirk/Dagger and PC529(A)(3)-False Impersonation to Make Another Liable. BUSTAMANTE was subsequently arrested and transported to the Colorado River Station jail for booking. BUSTAMANTE remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $60,000.00, awaiting a court hearing.
RUBEN MEDRANO, 52 Years Old, Resident of Needles, CA
On Sunday, November 23, 2025, at approximately 8:06 p.m., deputies contacted RUBEN MEDRANO during a pedestrian check near Erin Dr and Earl Ct. During the check, MEDRANO was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia. MEDRANO was subsequently arrested and transported to the Colorado River Station jail for booking. MEDRANO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ARTHUR MCCOY, 38 Years Old, Resident of Needles, CA
On Sunday, November 23, 2025, at approximately 11:00 p.m., deputies contacted ARTHUR MCCOY during a call for service reference a threat near the1900 block of Erin Dr. During the investigation, MCCOY was found to be in violation of PC422(A)-Criminal Threats. MCCOY was subsequently arrested and transported to the Colorado River Station jail for booking. MCCOY remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
