Arrests Made Following Burglary Investigation on S. Delaware Street

After burglarizing a locked maintenance room of an apartment complex, involving the theft of thousands of dollars of tools and equipment, two suspects were arrested for multiple charges including first-degree burglary, conspiracy to commit a crime, narcotics charges, and possession of a personal identification card for the purpose of fraud. 

San Mateo, CA – On November 21, 2025, at 11:36 a.m., San Mateo Police Department Officers investigated a report of burglary on the 1600 block of S. Delaware Street. Officers spoke with a representative of the apartment complex, who stated that earlier in the day two unknown suspects driving a U-Haul pick-up truck entered the apartment complex parking garage. The suspects pried open a locked door to a maintenance room and stole thousands of dollars of tools and equipment, then fled the scene. Officers were able to obtain a license plate for the U-Haul truck during the preliminary investigation. 

On 11/22/2025, approximately 6:10 p.m., officers were alerted to an automated license plate reader (ALPR) activation for the U-Haul truck that was traveling through San Mateo. Officers located the vehicle and conducted a felony traffic stop at the Hillsdale Mall. The driver was identified as Vincent Williams, while the passenger, who initially lied to officers about her identity, was ultimately identified as Jessica Pappalardo. A records check revealed Williams had an outstanding felony warrant and Pappalardo was found to be on probation with search terms. A probation search of the vehicle yielded presumptive fentanyl (9.0 grams), a stun gun, a functioning digital scale, and drug paraphernalia. During a search incident to arrest of Williams, presumptive methamphetamine was located in Williams’ pants pocket. 

Williams was booked into jail for the warrant and violations of possession of burglary tools, possession of a narcotic substance with two or more prior convictions, and for being a felon in possession of a stun gun. Pappalardo was booked into jail for providing false information to a peace officer, possession of a narcotic substance for sale, possession of a narcotic substance with two or more prior convictions, and possession of drug paraphernalia. 

After further investigation, officers obtained rental agreement documentation for the U-Haul truck confirming Williams was associated with the vehicle, therefore, he was also arrested for first-degree burglary, conspiracy to commit a crime (felony), possession of personal identification for the purposes of committing fraud, possession of stolen property, and misappropriation of lost property.
