Multiple Suspects Arrested for Burglary, Organized Retail Theft, and Conspiracy to Commit a Crime

After stealing approximately $6,000.00 worth of clothing from Lululemon, one adult male and three juvenile suspects fled in a vehicle to the city of Oakland. Officers located the suspects in Oakland shortly after, and the four were placed under arrest for second-degree burglary, organized retail theft with the intent to sell the merchandise, and conspiracy to commit a crime. The stolen merchandise was recovered during the arrest.
San Mateo, CA – On November 26, 2025, at 2:36 p.m., the San Mateo Police Department received a report of retail theft that had just occurred at Lululemon, located at 17 Hillsdale Mall. One adult male, one juvenile male, and two juvenile female suspects were reported to have stolen approximately $6,000.00 in Lululemon clothing and they fled the area in a vehicle with the stolen merchandise.
Officers located the vehicle in the City of Oakland shortly after, and the four suspects were placed under arrest. Charles Gaines II was positively identified as the adult suspect, while the juvenile male and two juvenile females were positively identified and later released to the care of their respective parents/guardians. Gaines was charged with second-degree burglary, organized retail theft with the intent to sell the stolen merchandise, conspiracy to commit a crime, and contributing to the delinquency of a minor. Gaines was later booked into the San Mateo County Jail for his charges. The charges of second-degree burglary, organized retail theft with the intent to sell the stolen merchandise, and conspiracy to commit a crime were forwarded to Hillcrest Juvenile Hall for the three juveniles. The stolen merchandise was recovered from the vehicle, and the vehicle was towed. Two of the juveniles were also identified as suspects in a prior Lululemon theft that involved a reported loss of $13,000.00.
